About the Section Manager, HSE Low Voltage Role
Alfanar is seeking a Section Manager, HSE Low Voltage to join our team in Riyadh, Saudi Arabia. This full-time position is critical for overseeing the implementation of Health, Safety, and Environment (HSE) policies, procedures, and initiatives within the assigned Low Voltage section. The role focuses on ensuring a safe working environment and adherence to all regulatory and company requirements through diligent compliance monitoring, risk management, and continuous improvement efforts.
HSE Policy and Compliance Management
The Section Manager will be responsible for establishing and maintaining robust HSE frameworks within the Low Voltage section. Key responsibilities include:
- Implementing and monitoring HSE policy statements, ensuring alignment with organizational standards.
- Supporting the review and application of HSE control procedures, reporting deviations and improvement opportunities.
- Recommending section-level preventive measures and contributing to the continuous improvement of HSE systems.
- Maintaining comprehensive documentation related to HSE audits, reviews, and meetings specific to the section.
Risk Assessment and Incident Management
A core aspect of this role involves proactive risk identification and effective incident response. Responsibilities include:
- Conducting risk assessments for daily operations and ensuring practices comply with legal and internal HSE requirements.
- Identifying section-specific hazards and coordinating emergency preparedness plans and relevant training.
- Monitoring and analyzing incident and near-miss data to identify trends and support the development of corrective actions.
- Submitting section HSE performance reports and ensuring timely documentation of compliance status.
Resource Management and Training Development
The Section Manager will ensure adequate resources and training are in place to support HSE objectives. Key duties include:
- Coordinating with HSE management to ensure the availability of tools, equipment, and PPE for safe operations.
- Managing HSE-related activities and initiatives within the section’s scope and ensuring effective resource utilization.
- Contributing to the development of annual section-level HSE targets and KPIs, and tracking performance.
- Organizing and supervising regular safety training and toolbox talks for section staff.
- Communicating safety procedures and updates effectively across the section.
- Ensuring full compliance with statutory and regulatory training requirements, approving and monitoring certified safety training plans.
- Ensuring emergency response teams are officially certified and periodically revalidated.
Leadership and Operational Excellence
Beyond HSE specifics, this role requires strong leadership and a commitment to overall operational excellence, encompassing:
- HR Proficiency: Recruiting, developing, and managing staff performance, ensuring fair treatment and effective delegation.
- Responsibility: Taking full ownership of operations, anticipating problems, and making timely, proper decisions.
- Delivery: Achieving required results in a timely manner, meeting quality and cost standards.
- Business Planning: Transforming corporate goals into actionable business plans, monitoring performance, and controlling budgets.
- Process Improvement: Developing and coordinating written systems, policies, and procedures, seeking automation opportunities.
- Quality & Adaptation: Upholding quality as a competitive advantage and adapting to new techniques, technologies, and business models.
Qualifications and Experience
Candidates for this full-time position should possess a proven track record in HSE management within an industrial or manufacturing environment. The ideal candidate will have:
- Between 5 to 10 years of relevant experience in HSE roles, preferably within the Low Voltage sector.
- Demonstrated ability to implement and monitor complex HSE policies and procedures.
- Strong leadership skills with the capacity to manage teams and drive operational excellence.
- Proficiency in conducting risk assessments, managing incidents, and ensuring regulatory compliance.
- A commitment to fostering a culture of safety and continuous improvement.
