About the Role

Mace is seeking a Senior Health and Safety Manager to join a significant infrastructure program in the Riyadh Region of Saudi Arabia. This full-time position involves leading the implementation and assurance of health, safety, and wellbeing standards across complex road, highway, and associated infrastructure projects. The role is part of a delivery partner team tasked with overseeing integrated teams throughout all project phases.

Role Context

This opportunity is within one of the largest programmes in Saudi Arabia, focusing on a major mixed-use development that includes sports facilities, entertainment, arts, and all associated infrastructure. The Senior Health and Safety Manager will provide leadership and oversight to ensure all construction activities align with Mace's Health, Safety, and Wellbeing (HSW) standards and regulatory requirements, while cultivating a proactive safety culture among multiple contractors.

Key Responsibilities

• Manage the development and execution of HSW strategies for major infrastructure packages, including roads, highways, and utilities.
• Oversee contractor HSE performance through audits, inspections, incident investigations, and the implementation of corrective actions.
• Promote a proactive safety culture by embedding behavioural safety principles, visible leadership, and continuous improvement initiatives.
• Review and approve contractor method statements, risk assessments, traffic management plans, and logistics strategies.
• Liaise with project stakeholders to ensure alignment on HSE expectations, risks, and performance standards.
• Monitor and report on HSE Key Performance Indicators (KPIs), trends, and leading indicators, providing insights to senior leadership.
• Lead the investigation of significant incidents, ensuring robust root cause analysis and the implementation of lessons learned.
• Ensure health, safety, and environmental considerations are integrated into the design, planning, and construction phases of the project.

Qualifications and Experience

• A degree in Health and Safety, Engineering, or a related discipline.
• Professional certification such as a NEBOSH Diploma, IOSH (Chartered preferred), or an equivalent qualification.
• A minimum of 10 years of experience in HSE roles, with significant exposure to roads, highways, and infrastructure projects.
• Demonstrated experience within a Project Management Consultancy (PMC), consultancy, or major programme environment.
• A strong understanding of international HSE standards and the regulatory frameworks of Saudi Arabia.
• A proven track record of managing complex, multi-contractor construction environments.
• Experience delivering HSE on large-scale or mega infrastructure programmes within the GCC, with a preference for Saudi Arabia.
• Strong stakeholder management and communication skills.
• Fluency in English; Arabic language skills are advantageous.
• Must meet the necessary visa criteria for the Kingdom of Saudi Arabia and possess relevant work experience on high-valued projects/programmes for a project management consultancy business, as required for immigration and client approval.
