About the Role

Bechtel Corporation is seeking a Senior HSE Engineer EXPO to join their team in Riyadh, Saudi Arabia. This full-time role involves integrating safety and health requirements into complex project planning, design, and operations to mitigate potential adverse impacts. The successful candidate will contribute to enhancing the quality of safety procedures and work processes through their recommendations.

Project Overview: Expo 2030 Riyadh

Expo 2030 Riyadh is a global platform focused on sustainable development, innovation, and transformative thinking, under the theme “Foresight for Tomorrow.” Scheduled from October 2030 to March 2031, the event anticipates over 40 million visits. The 6 km2 Masterplan provides a framework for participation and infrastructure, with an exhibition space of 491,100 m2 GFA accommodating up to 197 countries and 29 international organizations. Bechtel will manage the infrastructure program for Expo 2030 Riyadh Company (ERC), encompassing early works, utilities, and public spaces. The project’s master plan adheres to international sustainability standards for urban afforestation, treated water, and energy sources, with the site transitioning into a mixed-use legacy development post-event.

Key Responsibilities

  • Conduct and document daily inspections to ensure each project site is visited at least once per shift, verifying the implementation of health and safety requirements by the Client contractor, subcontractors, suppliers, and vendors.
  • Raise observations from site visits through the Employer's online reporting systems for health and safety.
  • Participate in health and safety pre-start kick-off meetings with Client contractors, adhering to the Expo Riyadh Construction Safety Manual.
  • Perform daily verification of the suitability and ongoing availability of security, traffic management, logistics, and emergency arrangements, including these in the daily inspection report.
  • Conduct daily follow-ups on safety non-conformances to ensure timely rectification or escalation, and that appropriate controls are maintained.
  • Issue a suspension of work instruction under the contract in cases of lacking safety control, imminent risk of injury, or continuous failure to address unsafe acts/conditions, ensuring notification to the ESH Manager who will then inform ERC.
  • Discuss the development and implementation of reward and recognition schemes in Client contractors' weekly meetings.
  • Conduct daily verification of compliance with approved Traffic Management Plans and PAPI programs.
  • Conduct monthly discussions with Client contractors to ensure they produce a health and safety file as per the Employer’s requirements.

Qualifications and Experience

Candidates should possess 5-10 years of relevant experience. The role requires the ability to perform risk assessments and provide input on bid decisions. Experience in leading meetings and communications, as well as tracking and monitoring performance trends, is essential.

Required Skills

  • Proficiency in conducting daily verification of the suitability and ongoing availability of security, traffic management, logistics, and emergency arrangements.
  • Ability to accurately document findings in daily inspection reports.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, supporting the Expo 2030 Riyadh project. The role involves working collaboratively with various stakeholders, including the Client contractor, subcontractors, and the Expo 2030 Riyadh Company (ERC).
