About Qiddiya and the Racecourse Project

Qiddiya is developing a world-class Racecourse Development Project in Riyadh, Saudi Arabia. This significant undertaking includes a horse racing track, grandstand, associated hospitality facilities, stables, infrastructure, and supporting works. Qiddiya is seeking a dedicated Senior Manager HSE to lead all Health, Safety, and Environmental activities for this full-time role.

Overview of the Senior Manager HSE Role

The Senior Manager HSE will provide strategic leadership throughout the design, construction, and commissioning phases of the Racecourse Development Project. This role is critical for ensuring compliance with Qiddiya, PIF, and Kingdom regulations, while actively fostering a proactive safety culture among all contractors, consultants, and project stakeholders. The ideal candidate will possess a unique combination of client-side governance and assurance experience, alongside hands-on delivery experience gained with a Tier 1/Main Contractor on large-scale, complex construction projects.

Key Responsibilities

• Lead the development, implementation, and continuous improvement of the Project HSE Management System, establishing project-specific HSE strategies, objectives, KPIs, and performance targets.
• Serve as the primary HSE advisor to the Project Director and senior leadership team, ensuring compliance with Qiddiya, PIF, regulatory authority, and international best practice requirements.
• Lead HSE prequalification, technical evaluations, and reviews of contractors and subcontractors, including the approval of Contractor HSE Plans, Risk Assessments, Method Statements, and Emergency Response Plans.
• Conduct regular audits, inspections, and assurance reviews of contractor performance, driving corrective action and closeout of observations, NCRs, and safety violations.
• Oversee the safe delivery of all construction activities, including racecourse and track works, grandstand construction, structural steel erection, temporary works, heavy lifting operations, earthworks, infrastructure, utilities, MEP installations, and testing and commissioning.
• Ensure effective implementation of permit-to-work systems, work-at-height controls, lifting operations, excavation safety, and contractor management processes.
• Develop and maintain project HSE dashboards and performance reporting systems, monitoring leading and lagging indicators and identifying emerging risks.
• Lead incident investigations, ensuring effective root cause analysis and the implementation of corrective actions, and producing executive-level HSE reports for senior stakeholders.
• Collaborate with Project Management Consultants, Design Consultants, Contractors, and Regulatory Authorities, representing the project in executive HSE forums, audits, and governance reviews.
• Champion worker welfare standards across all project sites and ensure effective environmental management systems are implemented, monitoring compliance with environmental permits, sustainability objectives, and ESG commitments.

Required Qualifications and Experience

• A minimum of 5-10 years of experience in Health, Safety, and Environmental management.
• Must possess both client-side/PMC experience and Tier 1 contractor experience on large-scale complex construction projects.
• Strong preference for candidates with prior experience on PIF giga-projects or globally recognized construction mega projects, particularly within Saudi Arabia.
