Senior Manager / Lead: Project Controls (FIDIC)

About the Role

Parsons is seeking a Project Controls Senior Manager / Lead to join their team in Riyadh, Saudi Arabia. This full-time role involves managing project controls in support of the FIDIC Engineer for SAPL Qiddiya Infrastructure Partner (QIDP). The successful candidate will ensure all work is coordinated with Qiddiya Investment Company (QIC) and will report directly to the FIDIC Engineer.

Key Responsibilities

• Develop, manage, and execute all phases of project controls, including planning/scheduling, cost analysis, and document control management.
• Apply extensive knowledge of project controls activities and experience across various project types and clients to facilitate effective project management.
• Provide specialized assistance and guidance to the FIDIC Engineer for resolving complex project control issues.
• Interface with clients, attend regular meetings, and provide statistical reports.
• Prepare status reports, oversee monthly report preparation, and create presentations on work progress against milestones.
• Manage regular site inspections to assess contractor work progress based on approved schedules, comparing planned versus actual progress.
• Lead a technical team responsible for analyzing, evaluating, and forecasting project costs and performance against established schedules and critical milestones.
• Manage the assessment of impacts from design/construction changes and schedule slippages.
• Oversee the development and maintenance of a system for the hierarchy of plans and schedules.
• Generate statistical reports for management on a recurring or ad-hoc basis.
• Perform other project controls functions as requested by the Client or FIDIC Engineer.
• Prepare necessary reports and ensure adherence to all corporate, contractual, ethics, and safety standards, policies, and procedures.

Required Qualifications and Experience

• A degree in Engineering or a related discipline.
• Minimum of 15 years of experience in construction projects, with significant experience in project controls management across multi-disciplinary teams.
• Extensive experience with FIDIC or equivalent Design, Construction, and PM/CM contracts is advantageous.
• Project Management Certification is a plus.

• Basic engineering knowledge in an infrastructure-related field.
• Proven ability to perform in a supervisory capacity.
• Thorough knowledge of industry practices.
• Must meet Parsons Project Controls Manager Certification requirements.
