About the Opportunity

Talent At, a Saudi platform specializing in executive, professional, and technical talent acquisition, is supporting a confidential client in Riyadh. This client is seeking a Technical Office Manager for a full-time position. The role involves leading technical coordination and documentation functions for major construction and real estate projects in Riyadh, ensuring all engineering deliverables meet contractual and regulatory standards.

Role Purpose and Impact

The Technical Office Manager reports directly to the hiring manager and is critical for minimizing technical risks and preventing costly rework. This position drives efficiency in the technical approval process, supports the commercial team with accurate quantity verification, and is essential for maintaining project schedules and ensuring seamless handover to operations. The role requires a disciplined professional capable of bridging the gap between design intent and site execution while maintaining rigorous document control.

Key Responsibilities

  • Oversee the preparation, review, and submission of shop drawings, managing feedback with consultants to secure timely approvals.
  • Maintain project document register integrity by enforcing strict version control and transmittal protocols, ensuring systematic archiving of technical records.
  • Prepare and track technical material submittals to verify compliance with project specifications and collaborate with supply chain for material availability.
  • Perform detailed quantity take-offs from approved drawings to support progress billing and variation assessments, validating subcontractor measurements.
  • Ensure all technical outputs adhere to Saudi Building Codes and local municipal regulations, conducting regular audits of engineering deliverables.
  • Facilitate interdisciplinary coordination between architectural, structural, and MEP disciplines to resolve design clashes and align teams on resolution strategies.
  • Supervise and mentor a team of engineers and drafters, establishing performance expectations and providing constructive feedback on technical deliverables.
  • Compile and organize all technical as-built drawings and operation manuals for project handover, ensuring a complete and accurate technical archive for the client.

Performance Indicators

  • Achieve a 95% on-time approval rate for shop drawings and material submittals.
  • Reduce technical query response time to less than 48 hours for critical path items.
  • Maintain zero non-conformities related to document control during internal and external audits.
  • Deliver accurate quantity take-offs with less than 2% variance against final measured works.
  • Complete all technical handover dossiers within 30 days of project practical completion.
  • Identify and resolve at least 10 major design clashes prior to site execution per project phase.
  • Ensure 100% compliance with Saudi Building Code requirements in all technical submissions.

Qualifications and Experience

  • 5-10 years of experience in a technical office or project coordination role within construction or real estate.
  • Demonstrated ability to manage complex technical documentation, coordination processes, and interdisciplinary teams.
  • Strong understanding of construction project lifecycles, from design intent to site execution and handover.
  • Proficiency in ensuring compliance with Saudi Building Codes and local municipal regulations.
  • Experience in leading, mentoring, and developing a team of engineers and drafters.
