Testing & Commissioning Section Head

About the Role

Hill International (KSA) is seeking a Testing & Commissioning Section Head to join their team in Riyadh, Riyadh Province. This full-time role involves leading and managing all testing and commissioning activities for projects, ensuring compliance with client needs and project standards.

Key Responsibilities

• Manage the integration and validation activities of contractors, including the validation of all Test and Commissioning plans and procedures.
• Lead, direct, and supervise a team of discipline engineers in the preparation and execution of commissioning work.
• Assume full responsibility for the completion of implementation in conformance with client needs and project standards.
• Plan, organize, and supervise works to ensure all activities are performed within project schedule parameters.
• Liaise with the Systems Engineering team for engineering support and control.
• Coordinate with the Operator, Civil Defense, EXPRO, and other third parties regarding all necessary testing and commissioning requirements.
• Ensure all testing and commissioning works are comprehensive and discussed with stakeholders for optimal implementation.
• Approve testing and commissioning works.
• Participate in negotiations with regulatory agencies in public meetings with the client.
• Initiate risk assessments of testing and commissioning works, review and endorse results, and recommend actions for risk mitigation.
• Attend final inspections on completed projects and initiate Contract Completion Certificates and Handover Certificates.
• Coordinate all activities for successful project commissioning within schedules and contractual requirements.
• Oversee coordination between the Client, Contractor, vendors, Engineering, subcontractors, and other agencies to ensure smooth commissioning.
• Review calibration of testing equipment on site.
• Review testing and commissioning plans submitted by the Contractor for compliance with operational requirements.
• Write Testing & Commissioning reports and documentation.
• Ensure completion of training for maintenance and operative staff, O&M manuals, spare parts, and as-built drawings.
• Adhere to relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International.
• Perform other duties as assigned by the line manager/supervisor.

Qualifications and Experience

• A minimum of 10 years of experience in testing and commissioning roles.
• Demonstrated ability to lead and supervise engineering teams.
• Strong understanding of project standards and client requirements.
