About the Opportunity

Parsons Corporation is seeking a highly skilled Testing & Commissioning (T&C) Manager to lead and oversee critical activities for a landmark airfield development project in Riyadh. This full-time position involves managing the testing, commissioning, and handover of complex systems and infrastructure within an airport environment.

Role Purpose

The primary objective of this role is to manage multidisciplinary commissioning activities, ensuring all systems are thoroughly tested, verified, and handed over in strict accordance with project requirements, safety standards, and operational readiness criteria. The manager will drive the successful integration and readiness of diverse airport systems, acting as a key point of contact for all T&C stakeholders.

Key Responsibilities

• Develop and implement the Testing & Commissioning Management Plan in line with project delivery strategy and operational readiness goals.
• Define system boundaries, commissioning sequences, interfaces, and milestone criteria across disciplines (MEP, ICT, SCADA, life safety, utilities, etc.).
• Coordinate with design, construction, and QA/QC teams to align commissioning activities with construction and handover schedules.
• Oversee the preparation and execution of commissioning documentation including method statements, test scripts, checklists, and system turnover packages.
• Manage the testing and commissioning process for critical systems such as HVAC, electrical distribution, fire protection, BMS, fuel systems, airfield lighting, water networks, and IT infrastructure.
• Ensure that integrated testing, functional performance testing, and third-party verifications are completed to client specifications.
• Act as the primary point of contact for all T&C activities with contractors, consultants, vendors, airport operators, and authorities.
• Coordinate with OEMs and specialist subcontractors for factory acceptance testing (FAT), site acceptance testing (SAT), and system commissioning.
• Facilitate interface alignment between building systems, landside, airside, and terminal facilities.
• Lead the preparation and validation of system turnover packages and operational handover documentation.
• Ensure all commissioning records, as-built data, test certificates, and O&M manuals are properly compiled and submitted.
• Support training, operational readiness (ORAT), and transition to live operations.
• Ensure all testing and commissioning activities comply with HSE requirements, method statements, and risk assessments.
• Monitor and enforce safe energization, live testing, and system integration procedures.
• Address non-conformances and coordinate corrective actions with relevant stakeholders.

Required Experience

Candidates for this role must possess 5 to 10 years of experience in testing and commissioning management, specifically within complex infrastructure or airport development projects. A proven track record in leading multidisciplinary T&C teams and processes is essential for success in this position.

Project Environment and Location

This full-time role is based in Riyadh, Saudi Arabia. The position requires active engagement on a large-scale airfield development, coordinating with various project teams, contractors, consultants, and airport authorities to ensure project milestones are met and systems are fully operational.
