About the Company and Role

RAWAJ, a leading Saudi holding company, is seeking a Treasury Manager to join its team in Riyadh. This full-time role is central to driving large-scale EPC telecom infrastructure projects across the Kingdom. The Treasury Manager will be responsible for leading the treasury function, ensuring effective cash management, liquidity planning, and banking operations within a fast-growing telecom infrastructure and EPC environment.

Role Purpose and Impact

The Treasury Manager will optimize funding and working capital across the business. This position requires a hands-on treasury professional capable of strengthening treasury controls, optimizing cash utilization, and managing banking relationships. The role is critical for providing accurate liquidity visibility to support business growth and executive decision-making.

Key Responsibilities

  • Lead overall treasury operations, managing daily cash positions, liquidity, banking activities, and funding requirements.
  • Prepare and maintain daily, weekly, and monthly cash flow forecasts to ensure accurate visibility of liquidity and funding gaps.
  • Monitor cash balances, inflows, outflows, collections, payments, and working capital movements across the business and projects.
  • Manage and optimize banking relationships, including account management, bank facilities, guarantees, letters of credit, and financing arrangements.
  • Oversee bank reconciliations and ensure accurate, timely recording of all treasury and banking transactions.
  • Develop and maintain short-, medium-, and long-term liquidity plans aligned with business growth and project requirements.
  • Monitor working capital performance, including accounts receivable, accounts payable, and project cash cycles, recommending actions for improvement.
  • Manage treasury requirements for telecom infrastructure and EPC projects, including project-related guarantees, retention, and milestone collections.
  • Coordinate with Finance, Commercial, Procurement, and Project Management teams for effective cash planning.
  • Monitor and manage bank guarantees, performance bonds, advance payment guarantees, and letters of credit, ensuring timely issuance and release.
  • Evaluate financing and funding requirements, coordinating with banks to secure appropriate facilities and competitive terms.
  • Monitor interest rates, financing costs, and bank charges, identifying optimization opportunities.
  • Ensure accurate and timely treasury reporting, including cash position, liquidity forecasts, and working capital dashboards.
  • Support external audits, due diligence, financing transactions, and investment initiatives from a treasury perspective.
  • Drive treasury automation and ERP optimization initiatives, preferably using Microsoft Dynamics, SAP, Oracle, or similar platforms.

Qualifications and Experience

  • A minimum of 8 years of experience in treasury management.
  • Proven experience in cash management, liquidity planning, and banking operations.
  • Familiarity with treasury requirements in an EPC or telecom infrastructure environment is preferred.
  • Experience with ERP/TMS platforms such as Microsoft Dynamics, SAP, or Oracle is an advantage.
