The Role of Director of Administration

The Director of Administration is a full-time, named leadership position, officially registered against the facility operating license under the Private Health Institutions Law and its Executive Regulation, issued by the Ministry of Health. This role is distinct from the Medical Director, who holds clinical governance accountability. The primary purpose of this position is to lead the non-clinical operations of the facility, encompassing administration, support services, workforce administration, facilities, supply chain, revenue cycle, and administrative regulatory compliance. This ensures that clinical services are delivered safely, efficiently, and within budget. Performance expectations for this role are set by the CBAHI National Hospital Standards, Leadership chapter, which are critical for operating license renewal.

Key Responsibilities

  • Maintain the facility operating license and all mandatory registrations, including renewal submissions and notification of named leadership posts.
  • Manage the administrative evidence base for CBAHI accreditation and coordinate responses to enquiries, surveys, and inspections from regulatory authorities.
  • Ensure compliance with Saudi Labour Law, Saudization requirements, and Saudi Commission for Health Specialties (SCFHS) registration status across all clinical staff.
  • Direct administration, housekeeping, catering, security, transport, and facilities management.
  • Oversee procurement, supply chain, and inventory, including SFDA regulated items, and ensure physical plant, utilities, and medical equipment maintenance programs are current.
  • Prepare and control the operating and capital budget, monitor variance, and report to the governing body.
  • Manage the revenue cycle interface, covering eligibility, coding submission support, NPHIES claims administration, and payer contract administration.
  • Lead workforce planning, recruitment administration, onboarding, custody of credentialing files, and personnel records, ensuring mandatory orientation and training are delivered.
  • Serve on the executive management committee and the quality improvement committee, and manage emergency preparedness, business continuity, and non-clinical elements of the risk register.

Qualifications and Experience

  • A minimum of 10 years of experience in a relevant administrative leadership role.
  • Qualified in healthcare management through education, training, or extensive experience.
  • Demonstrated understanding of regulatory and accreditation compliance within the healthcare sector, including CBAHI standards and Ministry of Health requirements.
  • Proficiency in managing administrative functions, financial oversight, and workforce administration within a healthcare facility.

Collaboration and Governance

The Director of Administration works in close collaboration with the Medical Director. While clinical governance, privileging, medical staff conduct, and clinical outcomes are under the Medical Director's purview, the Administrative Director is responsible for providing the necessary resources, systems, and information to enable these functions. Joint responsibilities include defining the facility's scope of services, managing the budget, and contributing to the strategic plan. The role is accountable to the governing body for the implementation of approved policies and for overall operational performance.
