About the Role

UrbaCon Contracting & Trading Company is seeking a Cost Control Engineer for a full-time position. This role involves coordinating all aspects of cost capturing, monitoring, and forecasting for assigned projects, ensuring proper documentation. The Cost Control Engineer will deliver a complete suite of cost-control services and financial support for projects, maintaining project cost information and overseeing budget variations and revisions with the Project Controls Lead.

Key Responsibilities

  • Monitor, control, and report on project costs, including historical data and forecasts.
  • Maintain planned and actual cost and commitment schedules.
  • Manage internal labor and project costs against allocated budgets, flagging deviations to project management.
  • Create Budget Transfer Requests as directed by project teams and provide feedback on alternative construction methods.
  • Implement approved departmental policies and procedures, ensuring adherence to established processes.
  • Process and approve Material Requisitions (MR), Purchase Orders (PO), Subcontractor Agreements (S/C Agreement), Petty Cash (PC), Store Requisition Vouchers (SRV), and Store Issue Vouchers (SIV) within 10 working hours of creation.
  • Develop cost structures for all activities, ensuring alignment with allocated budgets and accurately assigning costs to designated items.
  • Perform daily verifications of cost allocation for transactions to cost codes, reallocating as needed within 10 working hours of entry time.
  • Visit sites at least once weekly to verify progress measurements.
  • Upload verified Budgeted Cost of Work Performed (BCWP) into the ERP System no later than one day after the Cut-off Date.
  • Reflect workforce productivity reports and man-hour trends, including them in the Monthly Job Cost Report (MJCR).
  • Perform cost analysis and advise management on cost over-runs, utilizing computerized databases to manage deviations and minimize costs.
  • Produce the Weekly Job Cost Report within 3 days from the end of the week.

Compliance and Reporting

  • Ensure no more than 5 non-compliances per month, with 100% resolution within 10 days.
  • Assist in the production of the Monthly Job Cost Report, achieving completion within 15 days from the end of the month.
  • Monitor and review accounts to ensure timely and efficient invoicing.
  • Review submitted client invoices and analyze variances from realistic values by producing Over/Under Invoicing calculations within 3 days from the end of the month.
  • Provide accurate calculations for budget transfers, aiming for no more than 10% correction at the final approval stage.

Safety and Quality Assurance

  • Observe all relevant safety, quality, health, and environmental procedures to ensure a healthy and safe work environment.
  • Receive no more than 1 non-conformance per month across all projects related to Quality Assurance (QA) or Health, Safety, and Environment (HSE).
  • Support the implementation of HSE initiatives, participate in safety awareness activities, and contribute to incident reporting and resolution in alignment with company and IMS policies.

Qualifications and Experience

  • 0-1 year of experience in a relevant field.
  • Ability to manage cost control on site and ensure all works are completed within budget.
  • Proficiency in monitoring daily operations assigned for cost control to ensure compliance with established standards and procedures.
