Commissioning Manager

About the Role

Shanahan Engineering is recruiting a Commissioning Manager for a large refinery expansion commissioning project in Al Jubail, Eastern Province, Saudi Arabia. This is a contract position with an initial duration of 12 months, with potential for extensions, and is expected to start in December 2026. The role requires 5-10 years of relevant experience.

Role Overview

The primary responsibility of the Commissioning Manager is to ensure that the contractor's scope of services for pre-commissioning and commissioning preparation is executed in compliance with contractual and schedule obligations, and in line with company specifications. The position involves ensuring the safe and smooth execution of all commissioning activities, adhering to the OPERCOM® methodology and utilizing ICAPS© software. The Commissioning Manager, along with a team of discipline specialists, will witness all pre-commissioning and commissioning activities in their assigned area, ensuring full compliance with acceptance criteria and AMIRAL program standards and specifications.

Key Responsibilities

• Ensure safe and compliant pre-commissioning and commissioning activities are carried out by the EPCC contractor with the support of a team of discipline specialists.
• Organize and ensure the review of contractor documentation within the team.
• Manage interfaces with other disciplines, contractors, vendors, and the proponent.
• Monitor and report EPCC contractor progress, identify areas of concern, and adapt priorities according to the critical path and overall project schedule.
• Support the EPCC contractor with commissioning and handover dossier preparations.
• Support the review and approval of the contractor's commissioning organization, deliverables, procedures, and planning activities to ensure a safe and efficient operational start-up.
• Develop pre-commissioning and commissioning activities with the proponent department.
• Participate in HSE activities.
• Manage systems and sub-systems definitions.
• Ensure proper preparation and review of pre-commissioning and commissioning dossiers.
• Monitor and report on contractor/subcontractor progress.
• Issue periodic progress reports.
• Organize and coordinate commissioning execution activities.

Qualifications and Requirements

• Mandatory experience in pre-commissioning and commissioning of petrochemical units and storage facilities.
• Strong background in instrumentation, electrical systems, and DCS systems (specifically EMERSON).
• 5-10 years of relevant experience.
