Role Overview

Taj HR is seeking a dedicated Tendering Manager to join our team in Al Khobar, Eastern region. This full-time role is specialized, focusing on managing vendor registrations, tender submissions, document control, and ensuring compliance for services including recruitment, manpower supply, heavy equipment rental, and material supply. The Tendering Manager will play a critical role in enabling the company to participate in tenders with major Saudi clients across various sectors.

Key Focus Areas

This position is central to ensuring Taj HR is fully registered, compliant, and eligible to bid on projects with significant Saudi clients. These clients span key industries such as Oil & Gas, EPC, Civil Construction, Facilities Management, Industrial Services, and Government entities. The role requires a comprehensive understanding of procurement processes for overseas recruitment, supplementary manpower, heavy equipment rentals, and industrial/material supply.

Vendor Registration and Portal Management

  • Complete and maintain vendor registrations with major Saudi clients including Saudi Aramco, SABIC, Ma’aden, SWCC, SEC, NEOM, Royal Commission, PIF entities, and EPC contractors.
  • Manage registrations on government procurement portals such as Etimad, and private networks like SupplHi, Achilles, and SAP Ariba.
  • Upload and update essential company documents, including CR, Chamber, Zakat, GOSI, Saudization certificates, financials, manpower capability lists, equipment lists, HSE/QA manuals, and project references.
  • Track renewal dates, compliance requirements, and portal updates, maintaining a master database of vendor codes, portal credentials, and registration statuses.

Tender Preparation and Submission

  • Review tender invitations and RFQs related to overseas recruitment services, supplementary manpower supply, heavy equipment rental with operators, and material supply.
  • Prepare comprehensive technical bid documents, including company profile, recruitment capability, manpower availability, equipment fleet details, material supply capability, HSE/QA certifications, and past project references.
  • Coordinate with the finance department to prepare commercial bids, pricing sheets, Bills of Quantities (BOQs), manpower rates, equipment rental rates, and supply quotations.
  • Upload tender submissions on relevant portals such as Aramco SAP Ariba, Etimad, NEOM, RC, Ma’aden, and various EPC contractor portals.
  • Maintain a detailed tender tracker for submitted, ongoing, and awarded bids.

Compliance and Stakeholder Coordination

  • Ensure all company documents adhere to Saudi regulatory and client-specific compliance standards.
  • Coordinate with Business Development, HR, Recruitment, Operations, and Finance teams to gather updated certificates and supporting documents.
  • Verify the accuracy of manpower lists, equipment lists, and material supply capability documents prior to submission.
  • Communicate with procurement, vendor management, and tendering departments of major clients, responding to clarifications and additional document requests.
  • Follow up on vendor approvals, tender evaluations, and prequalification results.
  • Provide weekly reports on vendor registration status, tender progress, and upcoming deadlines to the reporting manager.
  • Maintain organized digital records for audit and compliance purposes.

Required Qualifications

  • Minimum of 3–5 years of experience in Saudi Arabia in vendor registration and tendering roles.
  • Strong knowledge of Saudi procurement systems and government portals, including Etimad, Ariba, NEOM, RC, Ma’aden, SEC, SWCC, and EPC contractor portals.
  • Mandatory experience in at least one of the following areas: overseas recruitment, manpower supply, heavy equipment rental, or material supply.
