About the Administrator EXPO Role
Bechtel Corporation is seeking an Administrator EXPO for a contract position in Riyadh. This role supports the management of contracts and agreements for the Expo 2030 Riyadh infrastructure program. The program encompasses early works, utilities, and publicly accessible spaces, with a scope that will transition into a mixed-use legacy development on a six-square-kilometer site.
Role Overview and Responsibilities
The Administrator EXPO will form and manage smaller value, routine, and less complex contracts and agreements. This role also provides support on higher value and more complex contracts. A key responsibility is the continuous review of contract progress, reporting any commercial difficulties to management. The position involves preparing correspondence, trackers, minutes, presentations, variation orders, and amendments, requiring management approval.
Pre-Award Contract Activities
In the pre-award phase, responsibilities include developing and issuing contracts and other agreements as assigned. This involves providing input and preparing supporting tender documents throughout the process, from formation and issuance of tender packages to tracking and closing queries. The role also entails preparing and organizing meetings and workshops, preparing contract documents for execution, and maintaining control and status reporting documents. Additionally, pre-award reports, presentations, and other programmatic documents supporting EXPO2030’s vision will be prepared.
Post-Award Contract Administration
Post-award, the Administrator EXPO will participate in the implementation of Contract & Commercial Management Procedures for contract administration. This includes reviewing contract general terms and conditions to identify and monitor areas of risk, ambiguities, conflicts, or deviations from the scope of work. The role also involves participating in the development and management of mechanisms to monitor compliance with contract terms and conditions, and identifying and recommending resolutions for contract issues. Obtaining all contract deliverables for timely work handover and close-out of contracts is also a key function. Post-award reports, presentations, and other programmatic documents supporting EXPO2030’s vision will be prepared.
Education and Experience Requirements
This position requires a bachelor’s degree (or international equivalent) and a minimum of 5 to 10 years of relevant work experience. The original description specified 6-8 years, but the overall requirement is 5-10 years.
Required Knowledge and Skills
Essential skills include effective English written and oral communication, awareness of law, negotiations, or cost engineering, and developed business writing skills with a strong command of the English language. The candidate must be organized in documenting and record keeping, adaptable to differing environments, and competent in the MS Office suite. Flexibility in adjusting to workload and priorities is also necessary.
Preferred qualifications include knowledge of contracting regulations, policies, and practices; specialized courses or experience in pricing, contract law, negotiations, and accounting; experience in the Middle East / Saudi Arabia; and proficiency in the Arabic language. Experience in contract formation and/or claims, the ability to draft and/or revise T&Cs, and experience with lump sum, unit price, and cost-plus type contracts are also preferred. Experience in construction, design, services, and O&M forms of contracts, presentation skills, and comfort interacting in a multi-national team environment are also beneficial.
