About House of Consulting Office (HCO) and the Role

House of Consulting Office for Consulting Engineers Co. (HCO) is a multi-disciplinary consulting engineering firm based in Saudi Arabia. HCO provides integrated architectural, engineering, planning, and consultancy services, offering comprehensive solutions across the full project lifecycle. The firm's portfolio spans residential, commercial, industrial, hospitality, retail, healthcare, logistics, and data center projects.

HCO is seeking a qualified Civil Engineer to join its team in Riyadh, Saudi Arabia. This full-time role focuses on projects within the industrial, logistics, and data center sectors.

Role Overview

The Civil Engineer will be responsible for the supervision and monitoring of civil and structural works, primarily across industrial, logistics, and data center projects. This role involves ensuring that all construction activities adhere to approved drawings, specifications, method statements, and applicable standards, while maintaining high quality and compliance throughout the project lifecycle.

Key Responsibilities

  • Supervise and monitor civil and structural works across industrial, logistics, and data center projects.
  • Ensure construction activities comply with approved drawings, specifications, method statements, and applicable standards.
  • Review civil/structural shop drawings, material submittals, RFIs, and technical documentation.
  • Conduct site inspections and verify the quality of foundations, concrete works, structural elements, external works, roads, drainage, and related civil activities.
  • Monitor contractor performance and ensure compliance with approved construction schedules and quality requirements.
  • Verify materials and workmanship meet project specifications and approved standards.
  • Identify non-conformance issues and coordinate corrective and preventive actions.
  • Coordinate with project managers, consultants, contractors, MEP teams, and other disciplines to resolve technical and site-related issues.
  • Prepare daily and periodic site inspection reports and maintain accurate project documentation.
  • Participate in testing, inspections, snagging, and final handover activities.
  • Ensure compliance with Saudi regulations, applicable civil/structural codes, HSE requirements, and project standards.

Qualifications and Experience

  • Bachelor’s Degree in Civil Engineering or a related field.
  • Minimum 10 years of relevant experience in civil engineering, construction supervision, and site inspection.
  • Proven experience in industrial, logistics, warehouse, or data center projects.
  • Experience reviewing shop drawings, material submittals, RFIs, method statements, and inspection documentation.
  • Saudi Council of Engineers (SCE) membership is preferred.

Required Skills and Technical Knowledge

  • Strong knowledge of civil and structural construction, including foundations, concrete works, steel structures, roads, drainage, and external works.
  • Familiarity with Saudi Building Code (SBC) and relevant international engineering standards.
  • Strong understanding of construction quality control, site inspection, and contractor supervision.
  • Excellent communication, coordination, problem-solving, and reporting skills.
  • Proficiency in Microsoft Office, AutoCAD, and relevant engineering/inspection software.

Work Environment and Location

This is a full-time position based in Riyadh, Saudi Arabia. The successful candidate will work within a dynamic consulting engineering environment, contributing to significant infrastructure projects across the region.
