About the Role

Qiddiya is seeking a Finance Senior Manager - Property Management (Staff Accommodation) to lead the financial lifecycle of its staff accommodation portfolio. This full-time position is based in Riyadh, Saudi Arabia, and is critical for ensuring the financial sustainability, operational efficiency, and long-term asset value of a rapidly expanding portfolio.

Role Context and Impact

The staff accommodation portfolio is a vital component of Qiddiya's diverse asset base, projected to grow to approximately 13,000 residential units by 2030. The Finance Senior Manager will provide strategic financial direction, oversee financial operations, and implement robust governance and controls. A key immediate mandate involves designing and implementing the financial infrastructure for assets launching in 2026-2027, including establishing budgets, cost baselines, pricing strategies, and financial controls to ensure operational readiness and long-term performance optimization.

Key Responsibilities

  • Lead the end-to-end financial strategy for the Staff Accommodation portfolio, focusing on sustainability, scalability, and asset value creation.
  • Develop multi-year financial plans aligned with portfolio expansion and establish financial frameworks for property, facilities, and community management operations.
  • Build and manage the financial operating infrastructure for new assets, including budgeting, cost baselines, procurement financial reviews, and contract commercial governance.
  • Implement strong financial governance, internal controls, approval workflows, and spend-management protocols.
  • Lead annual budgeting, OPEX/CAPEX planning, monthly reforecasting, and long-range planning for the entire portfolio.
  • Drive cost optimization initiatives across utilities, FM spend, staffing, maintenance, and service contracts.
  • Evaluate and approve commercial terms for all property management, facilities management, community, catering, and security vendors.
  • Monitor vendor performance against financial KPIs, compliance, and cost efficiency metrics.
  • Drive financial levers to enhance asset profitability, lifecycle value, and operational efficiency, including ROI evaluation for various strategies.
  • Lead financial risk management, identifying cost, budget, contract, and performance risks with mitigation plans.
  • Oversee monthly, quarterly, and annual financial reporting, including OPEX/CAPEX performance, budget vs. actual variances, and forecast accuracy.
  • Establish and enforce financial controls, ensuring compliance with internal and external audit requirements, regulatory frameworks, and Qiddiya policies.
  • Lead the implementation of financial systems, dashboards, and reporting tools, ensuring integration with other operational systems.
  • Validate financial governance for all procurements linked to property management and operations, performing due diligence for vendor qualifications.
  • Lead financial audits for the staff accommodation portfolio and ensure timely closure of findings.

Qualifications and Experience

  • Bachelor's degree in Finance, Accounting, Real Estate, or a related field.
  • MBA or relevant professional certification is preferred.
  • Minimum of 8-10 years of progressive finance experience, with significant exposure to property management or real estate finance.

Skills and Attributes

  • Strong expertise in financial modeling, budgeting, and reporting.
  • Excellent analytical, communication, and leadership skills.
  • Proven ability to work collaboratively with cross-functional teams.
  • Experience with property management systems and relevant financial software is an advantage.
  • Knowledge of relevant regulatory and compliance standards.
