The Role of Formation Manager (Rail/Metro)

SYSTRA Arabia is seeking an experienced Formation Manager (Rail/Metro) to join our team in Riyadh, Saudi Arabia. This full-time role is critical for supporting procurement and tendering activities on a major rail/metro project. The successful candidate will be responsible for the development, review, negotiation support, and finalization of contract documentation for various procurement packages, ensuring commercial robustness, contractual compliance, and alignment with project objectives. The position requires 2-5 years of relevant experience.

Key Responsibilities

• Lead contract formation activities for procurement and tender packages.
• Prepare, review, and finalize tender and contract documents.
• Support procurement strategy and the selection of appropriate contract models.
• Draft and amend contractual terms, conditions, and special provisions.
• Provide contractual and commercial input during tendering, clarification, evaluation, and award stages.
• Review tenderer deviations and recommend suitable positions.
• Identify contractual risks and incorporate mitigation measures.
• Coordinate with procurement, legal, technical, and commercial teams.
• Support pre-award negotiations with suppliers, consultants, and contractors.
• Ensure compliance with project procedures, governance, and procurement policies.
• Maintain complete records of contract documentation, approvals, and revisions.

Qualifications and Experience

• Mandatory rail/metro project experience.
• Proven experience in major infrastructure or transportation projects.
• Experience ranging from 2 to 5 years in a relevant capacity.
• GCC experience is preferred.
