The Opportunity: Project Controls Manager

KEO International Consultants is seeking a Project Controls Manager to join its team in Riyadh. This full-time role is for a professional with extensive experience in project planning, scheduling, and cost management within the construction and engineering sector.

Key Responsibilities

  • Demonstrate experience and capability in all aspects of planning and scheduling within construction and engineering environments.
  • Develop, review, and manage master programmes and detailed schedules for enabling and early works packages.
  • Ensure alignment between contractor programmes, interface milestones, and overall project timelines.
  • Review baseline programmes, updates, and recovery schedules submitted by contractors.
  • Establish planning standards, coding structures, and reporting requirements.
  • Monitor progress against approved programmes using earned value and schedule performance metrics.
  • Identify critical path activities, float consumption, and key risks to programme delivery.
  • Prepare planning reports, dashboards, and executive summaries for the client.
  • Support monthly reporting cycles and programme reviews.
  • Identify programme risks, constraints, and opportunities during enabling works.
  • Support mitigation strategies and sequencing improvements.
  • Provide planning input to change assessments, variations, and claims, including Extensions of Time (EOTs).
  • Support forensic schedule analysis when required.
  • Work closely with Interface and Design Coordination teams to manage dependencies and handovers.
  • Coordinate with contractors, authorities, and third-party stakeholders on critical milestones.
  • Support a smooth transition from enabling works into main works packages.
  • Lead and mentor planning engineers and schedulers.
  • Ensure compliance with project planning procedures and governance frameworks.
  • Support audits, reviews, and continuous improvement initiatives.

Required Qualifications and Experience

  • A minimum of 15 years of experience in a planning, scheduling, or cost role, preferably within the GCC region.
  • Demonstrated experience with interchanges, highways, and bridges projects.
  • Prior experience working for a global consultancy or a Tier-1 contractor.
  • Experience in large-scale infrastructure projects, such as highways, rail/metro, utilities, aviation, or mixed-use developments.
  • Strong understanding of various project delivery models and contract structures, including EPC, Design & Build, and PMC.
