About Bechtel and the Expo 2030 Riyadh Project

Bechtel Corporation is managing the infrastructure program for Expo 2030 Riyadh, a global platform promoting sustainable development, innovation, and transformative thinking under the theme “Foresight for Tomorrow.” Scheduled from October 2030 to March 2031, this event anticipates over 40 million visits. The program encompasses early works, utilities, and publicly accessible spaces like streets and parks across a six-square-kilometer site in Riyadh, Saudi Arabia. The project’s master plan incorporates international sustainability standards and will transition into a mixed-use legacy development for the community after the event.

The Senior Telecom Engineer Role

As a Senior Telecom Engineer, you will report to the Electrical Design Manager and contribute to the Expo 2030 Riyadh infrastructure program. This full-time role in Riyadh involves supervising and managing the work of customer designers and contractors. Your responsibilities include overseeing the concept masterplan and delivery of design for telecom systems such as wireless and access networks, data centers, backbone cabling, and data networks. Additionally, you will oversee security and safety designs, including CCTV, access control, public address, fire alarm, and BMS. You will also prepare estimates, work plans, progress reports, and assist with tender, evaluation, and award recommendations for MEP contractors.

Key Responsibilities

  • Supervise and manage customer designers and contractors in the delivery of infrastructure electrical systems design.
  • Review technical submissions from designers and contractors relating to telecom systems.
  • Support Contracts & Procurement in the delivery of design to support procurement and post-tender technical evaluation and award recommendations.
  • Monitor and report on the progress and performance of customer’s designers and contractors.
  • Coordinate with the Stakeholder Management team to ensure all required permits and approvals are achieved in a timely manner throughout the Project life cycle.
  • Support Construction & Quality delivery teams during the execution of infrastructure electrical systems works, including resolution of requests for information, field change requests, non-conformance reports, and work inspection requests.
  • Support the Start-Up/Commissioning team from the outset to ensure start-up/commissioning and hand-over requirements are addressed early in the design process, and support the conduct of testing and commissioning during the execution of the works.
  • Coordinate Telecom systems design with other project disciplines, review project design criteria, vendor submissions, construction inspection records, and startup test reports.
  • Coordinate telecom systems design integration across numerous contracts, work packages, and stakeholders.
  • Liaise with customer representatives as a subject matter expert and accountable person for delivery of systems engineering documentation, including presentations and reporting as required.
  • Undertake audits, reports, and present findings of designer, contractor, stakeholder, and project team application and adherence to engineering processes and policies.
  • Support the production of verification packages to facilitate turnover of completed telecom systems and facilities.

Qualifications and Experience

  • Bachelor's or Master’s degree in Telecom Engineering.
  • 5-10 years of experience in a relevant field.
  • Proven experience working on large-scale infrastructure, utility, or public event/venue projects.
  • Experience working and coordinating with multiple design consultants in a high-performance, schedule-driven environment.
  • Previous experience in Saudi Arabia and knowledge of local permitting and authority engagement processes is preferred.

Required Knowledge and Skills

  • Strong technical knowledge of electrical systems design, specifically telecom such as wireless and access networks, data centers, backbone cabling, and data networks.
  • In-depth understanding of local and international electrical codes, particularly NFPA, IBC, Saudi Building Code, Communication, Space and Technology Commission (CST) regulations, and various Service Providers coordination.
  • Working knowledge of BIM platforms and coordination tools (Revit, Navisworks).
  • Ability to review and validate electrical engineering documentation, drawings, and technical specifications.
  • Excellent communication and presentation skills in English.
  • Demonstrated ability to work under pressure, adapt to change, and resolve complex technical challenges proactively.

Project Collaboration and Environment

This role requires close coordination and collaboration with various teams, including Vertical Assets Delivery, Stakeholder Management, Contracts & Procurement, and Start-up/Commissioning, throughout all stages of the Project life cycle. Your technical expertise and coordination will be crucial in ensuring outcomes meet customer and project requirements within this dynamic and large-scale infrastructure development.
