About the Role

El Seif Engineering Contracting Company is seeking a Senior Project Controls Manager to provide expert leadership and strategic management of integrated Project Controls functions for very-high-value mega-projects. This full-time role is critical in ensuring the integrity and defense of the Performance Measurement Baseline (PMB) across complex work packages, utilizing project control systems as predictive instruments for successful project delivery.

Key Responsibilities

The Senior Project Controls Manager will act as a strategic partner to the Project Director, leading the strategy for complex Extension of Time (EoT) claims. This position requires expert internal and external stakeholder diplomacy and drives the continuous improvement of project-level control standards and risk governance to protect the company’s financial and contractual standing.

Core Duties

• Oversee the project-level risk function, ensuring identification and mitigation activities align with the Project Business Plan.
• Ensure mitigation strategies are integrated into the construction sequence to safeguard the PMB and business performance.
• Direct the production of executive-level cost reports and quarterly Estimate At Completion (EAC) updates.
• Maintain the integrity of Value of Work Done (VOWD/CWIP) measurements.
• Provide actionable insights to senior management for critical financial decision-making.

Required Qualifications and Experience

• Bachelor's degree in Engineering, Construction Management, or a related field; Master’s degree is preferred.
• A minimum of 27-30 years of overall experience in Project Controls roles.
• At least 15 years of dedicated experience as a Project Controls Manager, leading integrated teams (Planning, Cost, and Risk).
• A minimum of 12 years of experience working directly for a Main Contractor in an EPC or EPCM environment on high-value infrastructure, buildings, or hospitality projects.
• Proven track record of leading project controls on at least two projects with a contract value exceeding SAR 4 billion.
