About the Role

This full-time position for a Technical Bid Engineer is based in Riyadh, Saudi Arabia. The role supports the tendering process by preparing and submitting high-quality technical proposals. The company has over 50 years of history and is experiencing significant growth across the MENA region, focusing on infrastructure, construction, utilities, MEP, and industrial sectors.

Job Summary

The Technical Bid Engineer is responsible for the comprehensive preparation and coordination of technical proposals to ensure compliance with client requirements, project specifications, and company standards. This involves a thorough review of tender documents, development of technical submissions, and close collaboration with internal departments and external partners. The role is critical in identifying bid risks and ensuring the timely and compliant delivery of proposals to enhance bid competitiveness and support successful project acquisition.

Key Responsibilities

• Review tender documents, specifications, drawings, and client requirements.
• Analyze bid requirements to identify technical, commercial, and contractual risks.
• Prepare and compile technical proposals, methodologies, time schedules, and compliance statements.
• Coordinate with engineering, estimation, procurement, planning, and operations teams for information gathering.
• Develop technical clarifications and respond to client queries during the tender stage.
• Prepare technical submittals, company profiles, project references, and personnel resumes.
• Ensure all technical submissions meet tender requirements and deadlines.
• Participate in pre-bid meetings, site visits, and tender clarification meetings as needed.
• Maintain bid documentation, records, and proposal templates.
• Assist in preparing client presentations and technical reports.
• Coordinate with subcontractors and suppliers for technical data and supporting documents.
• Support the handover process to project execution teams upon contract award.
• Monitor tender portals for updates, addenda, and clarifications.
• Contribute to the continuous improvement of proposal preparation processes.

Qualifications and Experience

• Bachelor’s degree in Civil, Mechanical, Electrical Engineering, or a related engineering discipline.
• 5–7 years of total experience, with 2-3 years specifically in tendering, proposal preparation, estimation, or project engineering.
• Experience in infrastructure, utilities, construction, MEP, operation & maintenance, or industrial projects is preferred.
• Familiarity with public and private sector tendering procedures within Saudi Arabia.
• Knowledge of procurement and tendering platforms such as Etimad is an advantage.

Reporting and Collaboration

This role reports to the Design & Estimation Manager and the Bid Manager. Internal collaboration involves working closely with the Engineering, Estimation, and Tender departments. External interactions include stakeholders, project clients, and the governmental sector.
