About the Role

Bupa Arabia is seeking a Manager - ICC Procurement to lead the procurement function for assigned categories and lines of business within Bupa CareConnect. This full-time position, based in Jeddah, requires 4-7 years of experience and focuses on driving strategic sourcing, commercial excellence, and vendor governance to deliver measurable value and ensure supply continuity.

Procurement Strategy and Management

The role holder will own and lead the end-to-end category strategy for all assigned procurement categories, including medical supplies, equipment, services, and operational requirements. This involves conducting annual category analysis, developing and executing sourcing plans aligned with Bupa CareConnect's operational roadmap and budget targets, identifying new supply sources, and leading make-or-buy decisions in coordination with finance and operations.

Tendering and Contract Lifecycle Management

Responsibilities include leading and governing the full tender lifecycle, from scope definition and RFx preparation to evaluation and award. The role holder will define evaluation criteria, chair evaluation committees, and ensure all tendering activities comply with internal governance, anti-corruption policies, and Saudi regulatory requirements. Ownership of the end-to-end contract lifecycle, including negotiation, performance monitoring, renewal, and close-out, is also a key accountability. This includes identifying, assessing, and mitigating contractual, supply chain, and vendor risks.

Vendor Performance and Stakeholder Engagement

Establishing and maintaining a structured Vendor Performance Management (VPM) framework for strategic and critical vendors is essential. This includes conducting formal vendor review meetings, implementing performance improvement plans, and building strategic supplier relationships to deliver long-term value. The role holder will act as the primary procurement business partner to clinical, operational, and administrative stakeholders, translating business requirements into procurement strategies and leading cross-functional procurement projects.

Compliance and Continuous Improvement

Ensuring all procurement activities comply with internal policies, regulatory requirements (SFDA/MDMA, CBAHI), and applicable Saudi law is critical. The role holder will champion procurement governance standards, lead procurement audit responses, and identify inefficiencies to drive continuous improvement in procurement processes, systems, and reporting frameworks. Contribution to the development and review of procurement policies and standard operating procedures is also expected.

Required Qualifications and Skills

• Proven category management capability, spend analysis, market intelligence, and TCO modelling.
• Experience in strategic sourcing, RFx development, evaluation, and award.
• Proficiency in commercial negotiation, contract drafting, and management.
• Experience with Vendor Performance Management (VPM) frameworks and KPI development.
• Knowledge of SFDA, MDMA, and CBAHI regulatory requirements for healthcare.
• ERP proficiency, with MS Dynamics AX strongly preferred; Oracle familiarity is a plus.
• Financial acumen, including budget management and savings reporting.
• Risk identification, assessment, and mitigation in procurement.
• Advanced MS Office skills.
• Strong written and verbal communication in English; Arabic proficiency is required.
• Bachelor's degree in supply chain management, Bio-Medical engineering, pharmacy, or a related field.
