About the Role: Instrument Engineer

Chevron Phillips Chemical Company is seeking a dedicated Instrument Engineer to join our team in Al Jubayl, Saudi Arabia. This full-time role involves designing and implementing manufacturing technology to automate production processes and equipment. The primary focus is on ensuring process safety and achieving business objectives through expert management of instrumentation, electrical systems (below 480V), and associated controls.

Core Responsibilities and Technical Leadership

The Instrument Engineer is responsible for maintaining equipment availability at the highest feasible operating level. This includes researching and communicating new technologies and maintenance practices. Key responsibilities also involve providing technical leadership and support to Instrument and Electrical maintenance groups as needed, and applying appropriate reliability tools to drive improvements, optimize costs, and enhance asset availability.

• Lead efforts to maintain equipment availability, researching and communicating new technologies and maintenance practices.
• Provide technical leadership and support to Instrument and Electrical maintenance groups.
• Apply reliability tools (*, Worst Actor Program, FMEA, RBI, RBM, RCM, Reliability Roadmap) to improve asset availability and optimize costs.

System Optimization and Problem Resolution

This role involves critical activities related to system optimization, problem diagnosis, and resolution. The engineer will develop and manage critical equipment lists and spare parts inventory, participate in incident investigations, and ensure the effectiveness of analytical techniques for diagnosing instrumentation issues.

• Develop Critical Equipment lists and Critical Spares Inventory recommendations, monitoring and optimizing the stores system.
• Participate in incident investigations to identify root causes and implement corrective actions.
• Ensure the effectiveness of analytical techniques for detecting and diagnosing problems in Instrumentation equipment.
• Define accurate criticality for all instrumentation equipment.
• Develop and maintain equipment history and performance data to identify and resolve issues.

Project Management and Execution

The Instrument Engineer supports the full life cycle of instrumentation, from planning to project closeout. This includes providing advice for major shutdowns and construction projects, managing discipline engineering for capital and expense projects, and executing quality assurance activities.

• Support the life cycle effort for instrumentation.
• Participate and provide advice in developing plans for major shutdowns, construction, or alteration projects.
• Manage discipline engineering and design for capital and expense projects, adhering to life cycle management principles and site standards.
• Provide project management support for small capital and expense projects with instrumentation as the majority scope.
• Support the execution of plant Management of Change (MOC), including document review and project closeout.
• Execute Quality Assurance and Quality Control activities (*, FAT, SAT, Loop sells).
• Prepare technical reports and studies as directed by the manager.

Qualifications and Experience

Candidates for the Instrument Engineer position should possess a strong background in instrumentation and electrical systems. A minimum of 2 to 5 years of relevant experience is required for this role.
