About the Role

El Seif Operation and Maintenance is seeking a QHSE Officer to join their team in Al Jubail, Eastern region. This full-time role involves supporting the implementation, monitoring, and continuous improvement of Quality, Health, Safety, and Environment standards across Facilities Management (FM) operations. The position requires 2-5 years of experience in a relevant field.

Role Purpose and Context

The QHSE Officer ensures site compliance with established standards, conducts inspections, supports audits, and reports incidents. This role is critical for maintaining safe and compliant operations by working closely with project teams and following up on corrective actions.

Key Responsibilities

• Conduct regular QHSE inspections, site walks, audits, and compliance assessments across FM project sites.
• Monitor and verify the implementation of HSE policies, procedures, permits, risk assessments, and method statements.
• Identify unsafe acts, unsafe conditions, quality deficiencies, and non-compliance issues, and follow up on corrective and preventive actions until closure.
• Support investigations of incidents, accidents, near misses, and non-conformities, and prepare clear and accurate reports.
• Maintain QHSE documentation, inspection records, audit reports, training records, and compliance tracking systems.
• Facilitate toolbox talks, safety briefings, awareness campaigns, and site-level QHSE training sessions.
• Coordinate with operations teams, maintenance personnel, supervisors, subcontractors, and client representatives on all QHSE-related matters.
• Ensure compliance with applicable Saudi regulations, company standards, client requirements, and project-specific QHSE procedures.
• Monitor PPE compliance, work-at-height activities, electrical safety practices, housekeeping standards, waste management processes, emergency preparedness, and permit-to-work controls.
• Support internal and external audits and assist in closing audit findings within agreed timelines.
• Promote a proactive safety culture and maintain high standards of QHSE discipline across all site teams.
• Provide regular QHSE performance updates and recommendations to management to support continuous improvement initiatives.

Qualifications and Experience

• 2-5 years of experience in a relevant field.
• Strong background in Facilities Management (FM) and Operations & Maintenance (O&M) environments.

• Ability to work independently with minimal supervision.
• Detail-oriented, disciplined, and committed to maintaining high QHSE standards.
