About the Finance Manager Role

Hays is seeking a Finance Manager for a contract position in Riyadh. This role requires extensive experience in public sector finance within the Kingdom of Saudi Arabia, focusing on government budgeting, accounting, and financial analysis.

Key Responsibilities

The Finance Manager will be responsible for a range of financial duties within the public sector context:

  • Analyzing and interpreting KSA government budgets, including capital expenditure (CAPEX) and operational expenditure (OPEX) allocations.
  • Reconciling and mapping Ministry of Finance (MoF) budget breakdowns against Government Finance Statistics (GFS) codes.
  • Supporting the preparation, monitoring, and control of public sector budgets.
  • Conducting value-for-money (VfM) assessments by linking expenditures to outputs, efficiency metrics, outcomes, and public value impact.
  • Providing insights on spending optimization and cost efficiency initiatives.
  • Developing financial models, reports, and dashboards to support decision-making processes.
  • Ensuring full compliance with KSA public sector accounting standards (including IPSAS-based standards where applicable), government financial policies and procedures, and internal control frameworks.
  • Leading or supporting internal and external audit processes.
  • Maintaining robust financial governance and risk management practices.
  • Collaborating with government entities, ministries, finance and budget departments, and external auditors and regulatory bodies.
  • Presenting financial findings and recommendations to senior stakeholders.

Qualifications and Experience

Candidates should possess the following qualifications and experience:

  • A Bachelor's degree in Accounting, Finance, or a related field.
  • A professional certification is required: SOCPA (Saudi Organization for Chartered and Professional Accountants), or CPA / ACCA / CA, with a strong preference for candidates with KSA public sector experience.
  • A minimum of 8 to 12 years of experience in finance or accounting.
  • Proven hands-on experience in KSA public sector finance, budgeting, or within government entities.
  • Strong exposure to MoF budgeting frameworks, GFS classifications, and CAPEX analysis and control.

Work Context

This is a contract role based in Riyadh. The position requires a deep understanding of the financial landscape within the Kingdom of Saudi Arabia's public sector.
