About the Role

KEO International Consultants is seeking an experienced Materials Engineer to join their site supervision team in Riyadh, Kingdom of Saudi Arabia. This full-time position requires a professional dedicated to ensuring the quality and compliance of all materials used in construction projects.

Role Context and Responsibilities

The Materials Engineer will serve as a key member of the Site Supervision Consultant team, overseeing materials incorporated into enabling and early works activities. This includes managing materials for stockpile removal, mass grading, earthworks, temporary works, and haul road construction. The role demands close coordination with the Engineer, supervision team, contractors, laboratories, and authorities to ensure adherence to contract specifications, approved documentation, applicable standards, and regulatory requirements.

  • Review and recommend approval or rejection of Material Approval Requests (MARs), technical submittments, method statements, and manufacturer data sheets.
  • Verify that all materials comply with contract requirements, approved drawings, project specifications, and relevant standards (*, ASTM, AASHTO, BS, SASO).
  • Coordinate, witness, and oversee laboratory and in-situ testing conducted by approved independent laboratories.
  • Monitor material storage, handling, processing, and usage on site to prevent contamination or degradation.
  • Oversee materials related to mass earthworks, cut and fill operations, stockpile processing, soil improvement, compaction, pavement construction, utilities bedding, concrete, asphalt, and temporary works.
  • Review geotechnical reports and laboratory test results, providing technical recommendations.
  • Verify the suitability and compliance of processed excavated materials for reuse.
  • Identify, record, and support the resolution of material non-conformances.
  • Liaise with contractors, suppliers, and laboratories to ensure timely material approvals and compliance.
  • Maintain accurate material registers, test records, and compliance trackers.
  • Prepare material compliance summaries and contribute to supervision reports.
  • Support audits and inspections by the Client, Engineer, or regulatory authorities.

Qualifications and Experience

Candidates should possess demonstrated experience in mass earthworks, stockpile handling and removal, material processing, and the construction of haul roads. Experience working within a supervision consultant or Engineer’s team, particularly under FIDIC-based contracts, is preferred. Prior involvement in large-scale developments or fast-track early works packages is highly desirable.

  • Over 10 years of relevant experience.
  • Strong knowledge of construction materials, laboratory and field testing procedures, and quality control systems.
  • Practical experience with soil classification, compaction control, aggregates, pavement materials, concrete, and asphalt.
  • Solid understanding of international standards and specifications for infrastructure works.
  • Familiarity with regulatory requirements and construction practices in the Kingdom of Saudi Arabia.

Required Skills and Attributes

The ideal candidate will exhibit a strong attention to detail and a methodical approach to quality assurance. Effective communication skills are essential for coordinating with contractors, laboratories, and multidisciplinary supervision teams. The role requires a proactive, site-focused individual capable of managing multiple work fronts concurrently.

Work Environment

This is a full-time position requiring presence on site in Riyadh, Kingdom of Saudi Arabia. The role involves close collaboration with various project stakeholders.
