About the Role

El Seif Operation and Maintenance is seeking a QHSE Officer to join their team in Riyadh, Saudi Arabia. This full-time position requires 2-5 years of experience and focuses on supporting and enhancing Quality, Health, Safety, and Environment standards across facilities management operations.

Role Purpose

The QHSE Officer will play a crucial role in the implementation, monitoring, and continuous improvement of QHSE standards within Facilities Management (FM) operations. This position ensures site compliance, conducts essential inspections, supports audit processes, and actively contributes to maintaining safe and compliant operational environments by working closely with project teams.

Key Responsibilities

  • Conduct regular QHSE inspections, site walks, audits, and compliance assessments across FM project sites.
  • Monitor and verify the implementation of HSE policies, procedures, permits, risk assessments, and method statements.
  • Identify unsafe acts, unsafe conditions, quality deficiencies, and non-compliance issues, and follow up on corrective and preventive actions until closure.
  • Support investigations of incidents, accidents, near misses, and non-conformities, and prepare clear and accurate reports.
  • Maintain QHSE documentation, inspection records, audit reports, training records, and compliance tracking systems.
  • Facilitate toolbox talks, safety briefings, awareness campaigns, and site-level QHSE training sessions.
  • Coordinate with operations teams, maintenance personnel, supervisors, subcontractors, and client representatives on all QHSE-related matters.
  • Ensure compliance with applicable Saudi regulations, company standards, client requirements, and project-specific QHSE procedures.
  • Monitor PPE compliance, work-at-height activities, electrical safety practices, housekeeping standards, waste management processes, emergency preparedness, and permit-to-work controls.
  • Support internal and external audits and assist in closing audit findings within agreed timelines.
  • Promote a proactive safety culture and maintain high standards of QHSE discipline across all site teams.
  • Provide regular QHSE performance updates and recommendations to management to support continuous improvement initiatives.

Required Qualifications and Experience

  • 2-5 years of experience in Facilities Management (FM), Integrated Facilities Management (IFM), Operations & Maintenance (O&M), maintenance services, building services, or large operational project environments.
  • Strong background in Facilities Management (FM) and Operations & Maintenance (O&M) environments.

This role requires the willingness and ability to work on-site and to travel or relocate to various project locations across Saudi Arabia as needed. The position is full-time, based in Riyadh.
