About the Role

KEO International Consultants is seeking an experienced Cost / Commercial Manager to join their Project Management Consultancy (PMC) team. This role will be based in Medina, Saudi Arabia, and will oversee commercial leadership for a significant mega development. The position requires a strong background in cost planning, commercial governance, contract administration, and financial control throughout the project lifecycle.

Key Responsibilities

The Cost / Commercial Manager will be responsible for a range of critical commercial and financial functions:

  • Cost Planning & Budget Management: Monitor cost allocation against approved budgets, ensure alignment with scope and procurement strategies, review cost estimates, identify cost risks and optimization opportunities, and maintain cost control registers. Cost plans must reflect luxury hospitality brand standards.
  • Cost Control & Financial Reporting: Prepare detailed cost reports, forecasts, cash flow projections, and cost-to-complete assessments. Monitor expenditure, identify potential overruns, recommend mitigation strategies, review contractor reports, and produce cost variance analyses for senior leadership. Maintain forecasts for design development, changes, and project risks.
  • Commercial Management: Review contractor payment applications, assess contractor pricing against benchmarks, challenge unsupported submissions, ensure contractual compliance, evaluate subcontractor pricing, and provide commercial advice throughout procurement and construction. Support negotiations to achieve balanced outcomes.
  • Variations & Change Management: Establish and maintain variation registers, review and negotiate variation submissions, validate quantities and rates, assess cost implications of changes, and ensure contractual justification for all changes. Monitor cumulative change against contingency and budgets.
  • Claims & Contract Administration: Review contractor claims for prolongation, disruption, and other associated costs. Assess contractual entitlement in conjunction with project records and program impacts. Support delay and cost impact assessments and provide commercially sound recommendations during claims evaluation.
  • Stakeholder Management: Serve as the primary commercial interface between the Client, PMC, contractors, consultants, and hotel operators. Present commercial updates to senior management and support strategic commercial decision-making. Promote best practice commercial governance and mentor junior staff.

Qualifications and Experience

Candidates for this role should possess the following qualifications:

  • A minimum of 18 to 20 years of experience in a relevant field.
  • At least 2–3 years of experience within an engineering consultancy or Project Management Consultancy (PMC).
  • Proven experience delivering large-scale mega projects valued in the billions.
  • Demonstrated experience on luxury hospitality and 5-star hotel developments.
  • Strong understanding of complex mixed-use developments, including infrastructure and enabling works.
  • Previous experience working in the Kingdom of Saudi Arabia or the GCC is highly desirable.
  • A Bachelor’s degree in Quantity Surveying, Cost Engineering, or a related discipline.
  • MRICS or equivalent professional accreditation is strongly preferred.
  • Bilingual communication skills in both English and Arabic are desirable but not mandatory.

This is a full-time position based in Medina, Saudi Arabia, as part of KEO International Consultants' Project Management Consultancy (PMC) team. The role involves working on a landmark mega development, focusing on luxury hospitality assets.
