Bechtel Corporation has managed the Jubail project in the Eastern Province of Saudi Arabia since the mid-1970s. This project represents a significant civil engineering undertaking, involving the development of a city from its foundations. Saudi Arabian Bechtel Company (SABCO) operates as the Management Services Contractor for the Royal Commission, overseeing engineering, procurement, and construction. The project scope includes building new residential communities, iconic structures, major site preparation, commercial buildings, and essential infrastructure across Jubail and Ras Al-Khair Industrial Cities.

Role Overview: Emergency Management Specialist

The Emergency Management Specialist supports the development, maintenance, and monitoring of the Emergency Management System for the Royal Commission in Jubail and Ras Al Khair. This full-time role focuses on conducting Emergency Management reviews and developing Emergency Response Plans (ERPs) for various departments and sectors within both industrial cities. The specialist will also gain experience in Business Continuity and Risk Management, contributing to overall Crisis and Disaster Management capabilities. The position is based in Jubail, Eastern, Saudi Arabia, and requires 2-5 years of relevant experience.

Key Responsibilities

• Provide recommendations and advice for developing Emergency Response Plans to address risks to Royal Commission facilities, services, and the wider public and businesses.
• Ensure Royal Commission Emergency Response Plans and policies are maintained and developed in alignment with international best practices and standards.
• Collaborate with stakeholders to provide advice on Emergency Response Plan requirements.
• Assist in developing and writing Department and Sector Emergency Response Plans and support relevant training, exercise, and learning opportunities.
• Assist in developing and writing Department and Sector Recovery Plans.
• Conduct field trips to identify Emergency Management gaps within the Royal Commission's capabilities, establish appropriate solutions, and submit recommendations to the department head.
• Maintain records and a database of Emergency Management plans, including audits, reviews, and recommendations for improvements to ensure plan validity.
• Identify and recommend opportunities to enhance Emergency Management capabilities using best practices.
• Coordinate and communicate with appropriate authorities as assigned by the department head.
• Provide authorities with required information about the Royal Commission’s Emergency Management capabilities as instructed.
• Work across all sections of the Crisis and Disaster Management Department to ensure capabilities are maintained.
• Assist in the development, design, and delivery of training and exercises to test Crisis and Disaster Management plans and capabilities, including all lessons learned processes.

Qualifications and Experience

• Bachelor's degree from an accredited institution.
• Minimum of 3-6 years of resilience experience is essential.
• Membership in an internationally recognized Emergency Management / Crisis and Disaster Management accredited organization is desirable.
• Demonstrated good written, verbal, and interpersonal communication skills.
• Ability to balance work requirements from multiple sources.
• Ability to work effectively within a culturally diverse organization, respecting differences.

Required Knowledge and Skills

• Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
• Knowledge of the Royal Commission structure.
• Understanding of Emergency Management regulatory codes.
• Awareness and understanding of the requirements of ISO 22361:2022 or equivalent.
• Ability to manage priorities and adapt to evolving responsibilities.
