Role Overview: Permit Issuer / Receiver

Red Sea International is seeking a full-time Permit Issuer / Receiver to manage the daily Permit to Work (PTW) process for site and factory operations in Al Jubail, Eastern region. This role is critical for ensuring effective PTW coordination between the Client HSE team and Field Operations, aiming to prevent work delays, enforce safety compliance, minimize site standby time, and ensure the safe execution of all site activities.

Key Responsibilities

• Oversee the entire Permit to Work (PTW) lifecycle, including the issuance, verification, tracking, and formal closure of permits.
• Serve as the primary liaison between Client HSE representatives and Field Operations to facilitate smooth permit approvals.
• Conduct pre-work site inspections to confirm that all safety precautions, isolation steps, and environmental controls are strictly implemented before permits are issued or received.
• Monitor active permits on-site to prevent unnecessary delays, reduce equipment and workforce standby time, and maintain continuous workflow.
• Ensure all permit documentation, risk assessments, and Job Safety Analyses (JSA) adhere to internal policies and client HSE standards, and maintain accurate permit logs.
• Assist in communicating safe work parameters and permit requirements to field crews before the commencement of high-risk or specialized tasks.

Performance Indicators

• Achieve zero lost time attributed to delayed permit issuance or administrative gaps.
• Ensure 100% compliance with Client and Red Sea International HSE regulations.
• Maintain accurate and timely logging and closure of all issued work permits.
