Saudi Arabian Bechtel Company (SABCO) operates as the Management Services Contractor (MSC) for the Royal Commission, overseeing Engineering, Procurement, and Construction (EPC) activities. This includes managing design submissions and supervising construction work by local contractors in Jubail and Ras Al-Khair Industrial Cities. Bechtel's contract with the Royal Commission was renewed until June 2026, focusing on the development of new residential communities, iconic structures, major site preparation, commercial buildings, and extensive utility and infrastructure projects.

The Role of Senior Contracts Formation Specialist

Bechtel is seeking a Senior Contracts Formation Specialist to join its team in Jubail, Saudi Arabia. This is a Contract role focused on the comprehensive process of contract formation and award. The specialist will engage with bidders and project team personnel to clearly define requirements and ensure performance aligns with stated project needs. This position involves assisting in and conducting various meetings essential to the contract formation process.

Key Responsibilities

  • Develop and issue contracts and service agreements, including preparing bidders’ lists, pre-qualifying bidders, and forming bid request packages.
  • Manage the bid process from issuance of bid request packages to approved bidders, coordinating bidders’ questions and answers, and receiving bids.
  • Conduct commercial evaluation of bids, prepare Commercial Bid Summaries and recommendation letters, and secure approvals according to established procedures.
  • Prepare contract documents for execution and maintain control and status reporting documents.
  • Organize and conduct Contracts-sponsored meetings, such as bid clarification and pre-award meetings, to ensure mutual understanding and agreement on contractual matters.
  • Prepare and issue meeting notes detailing important statements, required actions, and schedules.
  • Assist the project Contracts team with administrative issues related to commitments involving high monetary expenditure, risk, engineered technical specifications, or supplementary commercial conditions.
  • Report to and receive guidance from the Contracts Formation Supervisor.

Required Qualifications and Experience

  • Bachelor's degree with 8-10 years of relevant experience, or 12-14 years of relevant work experience without a degree.
  • At least 7 years of experience specifically in the bid, evaluation, and award process of contracts.
  • Previous experience on integrated project(s) with a client.
  • Experience in contract administration and/or claims.
  • Prior experience in the Middle East and/or international projects.

Essential Skills and Knowledge

  • Demonstrated knowledge and experience in the formation of contracts and contract agreements, including various types, terms, and legal requirements.
  • Proficiency in working and communicating effectively, both orally and in writing, with diverse project functional groups.
  • Knowledge of law, negotiations, accounting, or cost engineering, acquired through education or practical experience.
  • Understanding of project functional groups, company policies, procedures, and work practices.
  • Familiarity with various contract types, including lump sum, unit price, and cost-plus.
  • Familiarity with construction, design, services, and O&M forms of contracts.

Work Environment and Reporting

The Senior Contracts Formation Specialist will report directly to and receive supervision and guidance from the Contracts Formation Supervisor. The role requires maintaining strong working relationships with both contracts personnel and project discipline personnel to effectively perform assigned duties. Additionally, the specialist will foster professional relationships with bidders involved in assigned tasks and possess the ability to act as a supervisor during periods of supervisor absence.
