About AOP Marine Agency and the Role

AOP Marine Agency is a specialized marine services provider with over 20 years of experience, supporting vessel operations within port limits. The agency acts as a crucial link between vessel owners, charterers, port authorities, and suppliers, prioritizing accurate communication, timely updates, safety, and regulatory compliance. We are expanding operations in the Kingdom of Saudi Arabia and are seeking an experienced Government Relations Officer (GRO) Port Operations to join our team in Al Khobar, Eastern Province. This is a full-time, key operational role responsible for coordinating with government authorities and ensuring the successful execution of vessel port calls and crew-related services.

Key Responsibilities

  • Manage all government and port authority requirements for offshore vessel port calls.
  • Coordinate inward and outward vessel clearances with all relevant authorities.
  • Process and follow up on crew clearances, immigration formalities, and customs requirements.
  • Coordinate and facilitate crew changes, including arrivals, departures, visas, permits, and documentation.
  • Obtain all required approvals, permits, and gate passes for vessels, crew, visitors, and service providers.
  • Liaise daily with port authorities, Border Guard, Immigration, Customs, ZATCA, Mawani, and other relevant government entities.
  • Ensure full compliance with Saudi maritime regulations and government procedures.
  • Support vessel owners, charterers, and offshore contractors with timely government-related services.
  • Maintain accurate records and ensure all documentation is completed within required timelines.
  • Build and maintain professional relationships with key government stakeholders to ensure efficient operations.

Required Qualifications and Experience

  • Saudi National (Mandatory).
  • Minimum 3–5 years of experience in Government Relations within the marine, shipping, or port agency sector.
  • Proven experience handling offshore vessel clearances and marine agency operations.
  • Hands-on experience with crew changes, immigration processes, and maritime documentation.

Essential Skills and Knowledge

  • Strong knowledge of procedures in Jubail, Ras Tanura, and Dammam Ports.
  • Excellent understanding of Saudi government regulations relating to port operations.
  • Established professional relationships with port authorities and relevant government departments in the Eastern Province.
  • Strong communication and coordination skills.
  • Fluent in Arabic and English (spoken and written).
  • Valid Saudi driving licence is preferred.

Work Environment and Conditions

The successful candidate will join a growing marine agency with operations across the UAE and Saudi Arabia, supporting offshore, shipping, and marine logistics clients. This role requires the ability to work under pressure and support operations on a 24/7 basis when required, ensuring efficient and timely service delivery.
