About Target Engineering and the Role

Target Engineering Construction Co LLC, a company with over 50 years of experience in EPC and industrial infrastructure, is seeking an experienced Procurement Quality Control Supervisor (Mechanical). This full-time position is based in Al Khobar, Eastern, Saudi Arabia, and is critical for ensuring the quality of mechanical materials and equipment across major engineering and construction projects.

Role Purpose and Key Collaborations

The primary purpose of this role is to oversee and drive procurement quality activities, ensuring that all purchased mechanical materials, equipment, and vendor-manufactured items meet project specifications, international standards, client requirements, and contractual quality expectations before delivery to site. The supervisor will collaborate closely with Procurement, Engineering, Project Management, Vendors, Third-Party Inspectors, and Clients to maintain high standards of quality and compliance throughout the supply chain.

Core Responsibilities

The Procurement Quality Control Supervisor (Mechanical) will be responsible for a comprehensive range of quality assurance and control activities, including:

  • Procurement Quality Planning: Reviewing procurement packages and purchase orders for quality requirements, ensuring inspection and testing needs are incorporated into documentation, reviewing vendor quality plans and Inspection & Test Plans (ITPs), and coordinating quality activities with project QA/QC and procurement teams.
  • Vendor Qualification & Assessment: Participating in vendor prequalification and technical evaluations, assessing supplier quality systems and manufacturing capabilities, conducting supplier audits, monitoring vendor performance, and maintaining approved vendor quality records.
  • Vendor Inspection & Factory Surveillance: Planning and coordinating inspections at vendor and manufacturer facilities, witnessing material inspections, manufacturing processes, and production activities, and coordinating with third-party inspection agencies and client representatives.
  • Factory Acceptance Testing (FAT): Witnessing and verifying FAT activities for mechanical equipment and packages, reviewing test procedures and acceptance criteria, verifying calibration certificates and testing records, and endorsing FAT reports.
  • Material & Equipment Quality Verification: Reviewing material certificates, inspection records, NDT reports, welding records, and manufacturer documentation for compliance with specifications and purchase order requirements, ensuring traceability, and validating preservation, packaging, and transportation requirements.
  • Non-Conformance & Quality Management: Managing procurement-related quality concerns and Non-Conformance Reports (NCRs), monitoring corrective and preventive actions, participating in root cause investigations, and ensuring compliance with project specifications, client standards, and international codes.
  • Documentation & Stakeholder Coordination: Reviewing Manufacturer Record Books (MRBs), inspection release notes, material certificates, and quality dossiers, maintaining procurement quality records, and liaising with procurement, engineering, logistics, project teams, vendors, clients, consultants, and inspection agencies.

Qualifications and Experience

Candidates for this position should possess 2-5 years of relevant experience in procurement quality control, specifically within mechanical engineering and construction projects. The role requires a strong understanding of quality standards, inspection processes, and supply chain compliance.
