Project Manager

About the Role

Plastbau Arabia is seeking a Project Manager to lead the end-to-end delivery of active projects in Dammam, Eastern region. This full-time role requires a professional with over 10 years of experience in project management, focusing on restoring site productivity and ensuring client satisfaction. The Project Manager will be the single point of accountability for project delivery, subcontractor performance, and client relations, reporting directly to the COO.

Key Responsibilities

• Plan, direct, and control all project execution activities across specialized scopes including EIFS, GRC/GRP, EPS decorations, facades, steel and concrete structures, and fit-out.
• Manage the project baseline (schedule, budget, resource plan) and report monthly Earned Value performance (CPI/SPI) to the COO.
• Lead the site team, including site engineers, foremen, and core crews, while managing manpower-supply and complete-task subcontractors against framework rates and scope-boundary matrices.
• Drive productivity recovery through time-and-motion baselining, daily output tracking, and implementing corrective actions to reduce the productivity gap to ≤ 10% within Stage 1.
• Manage client interface, including progress reporting, variation orders, claims substantiation, and payment application certification.
• Enforce QA/QC and HSE compliance on site, adhering to MHRSD midday-work and heat-stress requirements.
• Certify subcontractor payment applications and control project cash flow in collaboration with PSC Finance.
• Complete a structured 90-day confirmation review with a documented productivity baseline, which is a Stage 1 gate requirement.

Qualifications and Experience

• A minimum of 10 years of experience in project management within the construction sector.
• Demonstrated ability to lead end-to-end project delivery, managing scope, schedule, cost, quality, and HSE.
• Proven track record in restoring site productivity and managing subcontractor performance.
• Valid Saudi Council of Engineers (SCE) registration is required for engineering titles as a condition of employment.

Employment Terms

This position offers a competitive package aligned with Saudi construction-market benchmarks for the grade, which will be disclosed to shortlisted candidates. The employment contract will be in accordance with Saudi Labor Law, registered on Qiwa, and includes a 180-day probation period. GOSI registration will commence from the start date, and salary will be paid through the Wage Protection System (WPS/Mudad). Working hours, overtime, leave, and end-of-service benefits will adhere to the Labor Law and PSC HR policy.

Saudization Priority

In line with PSC policy, the Nitaqat program, and MHRSD localization regulations, priority for this position will be given to qualified Saudi Nationals.
