About the Role

SYSTRA Arabia is seeking a Resident Engineer (Tracks) to join our team in Dammam, Eastern Region. This full-time position requires 2-5 years of relevant experience and involves leading onsite delivery for the Tracks package within a major rail/metro program.

Role Context and Oversight

Operating under a Project Management Consultancy (PMC) scope, the Resident Engineer will be embedded alongside the client and contractors. The primary focus of this role is to oversee construction quality, safety protocols, project progress, interface management, and ensure full compliance with contractual and regulatory requirements. A strong background in Track / Permanent Way is essential for this position.

Key Responsibilities

  • Lead supervision of permanent way works, including formation, subgrade/sub-ballast, ballast/ballastless track, sleepers, rail installation, turnouts, welding, stressing, grinding, fastening, drainage, and ancillary track works. Coordinate civil interfaces to meet geometry and alignment.
  • Drive Health, Safety, and Environment (HSE) leadership across rail work sites.
  • Assure quality in accordance with IFC drawings, industry standards, Inspection and Test Plans (ITPs), and the Quality Management System (QMS). Witness key tests such as gauge/geometry, weld Non-Destructive Testing (NDT), ballast gradation, and stressing. Approve or reject works and manage the closure of Non-Conformance Reports (NCRs) and punch lists.
  • Control interfaces with stations/depot track slabs, structures, utilities crossings, and systems (signaling, OCS/third rail, telecoms, Testing & Commissioning) to ensure safe access, correct sequencing, and handback readiness.
  • Review and approve track submittals, including method statements, shop drawings, rail/weld/grinding procedures, turnout layouts, materials, and temporary works, ensuring alignment with design and client specifications.
  • Administer site-level contract processes, such as FIDIC, managing correspondence, engineer’s instructions, and change control for track scope and impacts related to access or design.
  • Validate progress and payments by measuring track outputs (*, meters per day, welds, turnouts, tamping cycles), verifying quantities, and substantiating interim payment approvals.
  • Support time and cost assessments and claims by providing inputs and time-impact analyses for possession changes, access conflicts, design revisions, and systems interfaces.
  • Maintain comprehensive as-built documentation, including redlines, weld maps, stress/grinding logs, geometry surveys, and handback certificates. Support commissioning interfaces and final completion activities.
  • Lead and mentor inspection teams focused on track and materials, providing upskilling in welding, stressing, gauging, and geometry control, while driving continuous improvement in safety and quality.

Qualifications and Experience

  • 2-5 years of experience in a relevant engineering role.
  • A strong professional background in Track / Permanent Way.
