About the Operations and Maintenance Director Role

Dhahran Techno Valley is seeking an experienced Operations and Maintenance Director to oversee the comprehensive facility operations and maintenance (O&M) of its Science Park, including a multi-tenant building. This full-time role, based in Dhahran, Eastern, Saudi Arabia, is critical for ensuring the efficient functioning of all infrastructure, services, and facilities. The Director will promote a safe and productive environment for all tenants and stakeholders, leading a team of professionals and collaborating with various departments, external contractors, and key partners such as King Fahd University of Petroleum and Minerals (KFUPM).

Core Responsibilities

• Develop, update, and implement facility management policies and procedures to ensure optimal operation and maintenance of the Science Park and its multi-tenant building.
• Conduct regular inspections and audits of all facilities and infrastructure to identify potential issues, ensure compliance with relevant regulations, and recommend improvements.
• Develop and manage the facility management budget, covering expenses related to maintenance, repairs, services, and operational supplies.
• Establish and manage a robust incident reporting system for facility-related issues, investigating problems and developing corrective action plans to prevent recurrence.
• Develop and implement emergency response plans for facility-related incidents, such as power outages, equipment failures, or natural disasters.
• Communicate facility objectives, progress, and challenges to senior management and other stakeholders.
• Promote a culture of operational excellence, efficiency, and continuous improvement within the facility management team.

Operations and Maintenance Oversight

The Director will oversee all aspects of operations and maintenance for the Science Park's infrastructure and its multi-tenant building. This includes, but is not limited to:

• Janitorial Services: Ensuring cleanliness and hygiene standards across all common areas, offices, and facilities.
• Landscape Maintenance: Managing the upkeep of green spaces, irrigation systems, and outdoor aesthetics.
• Electrical Systems: Ensuring reliable power supply, maintenance of electrical infrastructure, and adherence to safety codes.
• General Infrastructure: Overseeing the maintenance and repair of buildings, utilities, and common areas.
• Roads and Street Lights: Managing the maintenance of internal roads, pathways, and lighting systems within the park.
• Multi-Tenant Building Systems: Ensuring all building systems (HVAC, plumbing, electrical, fire safety, etc.) are in excellent working condition and tenant needs are addressed promptly.

Stakeholder Engagement and Coordination

Effective coordination and liaison with various stakeholders are central to this role. The Director will:

• Collaborate with King Fahd University of Petroleum and Minerals (KFUPM) on shared resources, infrastructure, and operational matters.
• Address tenant requests, ensure tenant satisfaction, and maintain strong relationships with all tenants.
• Manage vendor relationships, oversee service contracts, and ensure quality of work for all outsourced O&M activities with contractors.
• Stay up-to-date with best practices, industry standards, and regulatory changes in facility management.

Required Qualifications and Experience

• Minimum of 10-15 years of progressive working experience in facility management, including leadership roles, with a focus on large-scale infrastructure and multi-tenant environments.
• Prior experience managing operations and maintenance for science parks, industrial parks, or large commercial complexes is highly preferred.
• In-depth knowledge of building systems (HVAC, electrical, plumbing, fire safety), infrastructure management, and relevant local and international regulations and industry standards.
• Professional certification in Facility Management (*, CFM, FMP) is highly desirable.
