HSE Manager

About the Role

Parsons Corporation is seeking an experienced HSE Manager to oversee health, safety, and environmental management systems for terminal construction activities. This full-time position is based in Makkah, with responsibilities extending to projects in Jeddah and Makkah.

Role Purpose

The HSE Manager is responsible for promoting a proactive safety culture across all construction operations. This involves ensuring strict compliance with local regulations, airport operational requirements, and international best practices in health, safety, and environmental management.

Key Responsibilities

• Develop and ensure the proper implementation of project-wide HSE policies, procedures, and audit programs.
• Conduct safety inspections, audits, and incident investigations.
• Monitor contractor compliance with approved HSE plans and risk assessments.
• Lead toolbox talks, training sessions, and safety awareness campaigns.
• Coordinate emergency preparedness and response planning.
• Ensure environmental compliance, waste management, and sustainability practices.
• Prepare HSE reports, Key Performance Indicators (KPIs), and performance dashboards.

Qualifications and Experience

• A minimum of 15 years of experience in Health, Safety, and Environmental management.
• Demonstrated ability to implement and maintain HSE management systems in construction environments.
• Strong understanding of local regulations, airport operational requirements, and international best practices.

Work Environment

This is a full-time position based in Makkah, Saudi Arabia, with project involvement across cities including Jeddah. The role requires active engagement in construction site environments.
