About the Role

Black & Grey HR is recruiting an HSE Officer for a prominent food manufacturing company based in Saudi Arabia. This full-time position is located in the Makkah region, specifically covering Jeddah and Makkah. The role supports the implementation and monitoring of health, safety, and environmental programs within the factory, ensuring adherence to company policies, regulatory requirements, and industry best practices.

Key Responsibilities

• Implement and monitor HSE policies, procedures, and programs across the factory operations.
• Conduct routine inspections, safety audits, and workplace observations to identify potential hazards and unsafe conditions.
• Perform comprehensive risk assessments and recommend appropriate control measures to mitigate identified risks.
• Ensure strict compliance with Personal Protective Equipment (PPE) requirements, safe work procedures, Lockout/Tagout/Tryout (LOTOTO), permit-to-work systems, and other critical safety protocols.
• Investigate accidents, incidents, near misses, and unsafe acts, preparing detailed reports on findings and recommendations.
• Follow up on corrective and preventive actions to ensure their timely and effective closure.
• Conduct toolbox talks, safety inductions, training sessions, and HSE awareness programs for employees.
• Monitor fire safety systems, emergency preparedness plans, evacuation procedures, and conduct regular emergency drills.
• Ensure proper handling, storage, and disposal of chemicals and hazardous materials in accordance with regulations.
• Monitor environmental practices, waste management protocols, housekeeping standards, and overall workplace hygiene.
• Maintain accurate HSE documentation, including inspection checklists, incident reports, training records, and compliance reports.
• Support internal and external audits, ensuring timely resolution of any audit findings.
• Coordinate effectively with production, maintenance, quality, and other departments to promote a consistently safe working environment.
• Promote continuous improvement in HSE performance and contribute to developing a strong safety culture throughout the factory.

Qualifications and Experience

• Bachelor’s degree or Diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
• 3–5 years of experience in an HSE role, preferably within food manufacturing, FMCG, or industrial manufacturing environments.
• Relevant HSE certifications such as NEBOSH, IOSH, OSHA, or equivalent are preferred.

Required Skills and Knowledge

• Strong knowledge of risk assessment methodologies, incident investigation techniques, emergency response protocols, fire safety, and general workplace safety practices.
• Familiarity with ISO 45001, ISO 14001, HACCP, and food safety requirements is considered an advantage.
• Knowledge of Saudi HSE regulations and applicable industrial safety standards.
• Strong communication, documentation, inspection, and reporting skills.
• Ability to work effectively in a factory environment and coordinate seamlessly with cross-functional teams.
• Demonstrated proactive approach, detail-orientation, and commitment to maintaining high HSE standards.
