Job Description

About the Role

Tekfen Construction is seeking a qualified HSE Officer to join their team for the Jeddah Cluster Pipeline Project in Jeddah, Makkah, Saudi Arabia. This full-time position requires 2-5 years of experience in a similar capacity, focusing on upholding stringent health, safety, and environmental standards across all project operations.

HSE Compliance and Site Monitoring

  • Comply with Saudi Aramco, Project, and Company Safety requirements, procedures, standards, and applicable regulations.
  • Conduct daily, weekly, and monthly HSE inspections of work areas, equipment, facilities, and welfare areas to verify compliance with project requirements.
  • Perform routine site inspections and report unsafe acts, unsafe conditions, incidents, near misses, and non-conformances.
  • Conduct special inspections following incidents, client concerns, management requests, or changes in work activities.
  • Conduct random compliance audits and spot inspections to ensure adherence to Safety procedures and Saudi Aramco requirements.
  • Ensure proper use of Personal Protective Equipment (PPE) and maintain good housekeeping standards throughout the project.
  • Monitor compliance with the Permit to Work (PTW) system, Job Safety Analysis (JSA), Hazard Identification Plan (HIP), Method Statements, THA (Task Hazard Analysis), and other approved work procedures.
  • Monitor high-risk activities including excavation, lifting operations, confined space entry, hot work, work at height, electrical work, and heavy equipment operations.
  • Verify that fire protection equipment, emergency equipment, first aid facilities, spill response equipment, and other safety equipment are available, inspected, and maintained in serviceable condition.
  • Ensure barricades, warning signs, exclusion zones, and traffic management controls are properly established and maintained.
  • Monitor environmental compliance, including waste management, spill prevention, pollution control, dust suppression, and environmental protection requirements.
  • Monitor subcontractor compliance with project HSE requirements, Saudi Aramco standards, and contractual obligations.
  • Promote and enforce Stop Work Authority (SWA) by intervening immediately to prevent unsafe acts or conditions.

Incident Management and Training

  • Investigate complaints related to safety, health, environmental issues, and welfare facilities, and recommend corrective actions.
  • Participate in incident investigations and Root Cause Analysis (RCA), prepare investigation reports, and develop, implement, and monitor corrective and preventive action plans.
  • Conduct daily Toolbox Talks and participate in pre-job safety meetings to communicate hazards and control measures.
  • Conduct HSE induction training for new employees and provide ongoing HSE awareness training as required.
  • Conduct emergency drills in accordance with the approved Emergency Response Plan (ERP) and evaluate drill performance for continual improvement.
  • Participate in emergency response activities and provide HSE support during fire, medical, environmental, rescue, evacuation, and other emergency situations.
  • Assist in evacuation, rescue, and medical emergency situations and coordinate with emergency response teams when required.

Reporting and Collaboration

  • Maintain accurate HSE records, inspection reports, observation reports, incident records, corrective action logs, and daily, weekly, and monthly HSE statistics.
  • Participate in HSE meetings, management walkthroughs, audits, inspections, and client safety reviews.
  • Prepare daily, weekly, and monthly HSE reports and submit them to project management as required.
  • Perform any other duties assigned by management within the scope of the position.

Candidate Requirements

  • Physically fit for site work.
  • Good communication skills.
  • Ability to read and understand English.
  • Knowledge of HSE regulations and safe work practices.
  • Ability to identify workplace hazards and implement control measures.
  • Saudi Aramco Approval is required.
