Role Overview

Saudi Tabreed District Cooling Company is seeking a Health Safety Environment Officer to join our team in Riyadh, Saudi Arabia. This full-time position is integral to ensuring the highest standards of health, safety, and environmental protection within our cooling plants. The role holder will be responsible for assisting in the development and implementation of HSE procedures and systems to minimize risks and enhance the safety of all employees.

HSE Compliance and Risk Mitigation

• Assist in the development, implementation, and maintenance of HSE policies, procedures, and guidelines to ensure safety measures are upheld during operations.
• Monitor compliance with relevant HSE laws, regulations, permits, and industry standards, ensuring alignment with cooling plant operational requirements.
• Conduct regular inspections and audits to identify potential risks, hazards, and non-compliance issues, and recommend corrective actions.
• Perform risk assessments and job hazard analyses to identify potential workplace hazards and associated risks.
• Collaborate with departmental teams to develop and implement effective control measures to mitigate identified risks.
• Monitor the effectiveness of implemented control measures and recommend improvements as necessary.
• Ensure that appropriate personal protective equipment (PPE) is available, properly used, and maintained for safe operations within the plants.

Incident Management and Reporting

• Develop accident statistical reports, highlighting severity, frequency, and incident rates, and analyze trends to identify vulnerabilities.
• Assist in the investigation of work-related accidents/incidents, analyze root causes, and generate reports with recommendations for improvement.
• Prepare detailed incident investigation reports, including recommendations for preventive measures and corrective actions.
• Collaborate with relevant departments to ensure the timely implementation of corrective actions.
• Maintain accurate incident records and prepare statistical reports on incidents, trends, and lessons learned for operational teams.

Training and Development

• Develop and implement health and safety training programs aligned with strategic business plans and legal obligations.
• Conduct safety induction training for new employees and provide safety instructions to all contractors’ employees and visitors before commencing work.
• Provide information, training, and support to all levels of company staff regarding health, safety, and environmental practices, procedures, and best industrial practices.

Emergency Preparedness

• Collaborate with the Emergency Response Team to develop and implement emergency response plans and procedures.
• Conduct drills and exercises to test the effectiveness of emergency response plans.
• Ensure the availability and proper functioning of emergency equipment and systems.
• Provide guidance and support during emergency situations to ensure the safety of personnel and the protection of assets.

Qualifications and Experience

• A minimum of 2-5 years of experience in a Health Safety Environment role.
• Strong understanding and practical application of HSE procedures, systems, and relevant laws and regulations.
• Demonstrated ability to conduct risk assessments, incident investigations, and develop effective training programs.
• Excellent communication and collaboration skills to engage effectively with diverse teams and stakeholders.
