OFFICER PROCUREMENT

About the Role

DP World is seeking an Officer - Procurement to join their team in Jeddah. This full-time role is responsible for sourcing and procuring materials, goods, and services essential for port and terminal operations. The successful candidate will ensure cost-effectiveness, timely delivery, and strict compliance with procurement policies, approved budgets, and quality standards.

Role Purpose

The Procurement Officer will coordinate with internal stakeholders and suppliers to meet operational needs, maintain strong supplier relationships, and guarantee the prompt delivery of required goods and services. This involves managing the entire procurement lifecycle while adhering to established procedures and financial guidelines.

Key Responsibilities

• Manage end-to-end procurement activities for port and terminal operations, including RFQs, RFPs, bid evaluations, and award recommendations.
• Source and procure operational requirements such as equipment, spare parts, consumables, services, and maintenance contracts.
• Review procurement requests to ensure completeness of specifications, quantities, supporting documents, and approval requirements.
• Coordinate with Operations, Engineering, HSE, and Finance to understand technical requirements, timelines, and budget constraints.
• Ensure compliance with procurement policies, approval thresholds, and internal control procedures, including OPEX/CAPEX classification and AFE requirements.
• Prepare tender documents, commercial evaluations, and justification reports for management approvals.
• Participate in tender openings, bid clarifications, and evaluation activities in accordance with company procedures.
• Negotiate pricing, delivery terms, payment terms, and contract conditions with suppliers to achieve best value and ensure operational continuity.
• Support contract preparation and review activities in coordination with relevant stakeholders.
• Prepare, issue, and manage Purchase Orders through the system, providing regular PR and PO status updates.
• Coordinate with Finance to support timely vendor payments.
• Prepare procurement reports, spend analysis, and other management reports.
• Identify cost-saving opportunities, alternative sourcing options, and continuous improvement initiatives within procurement processes.
• Support process improvement, automation, and digitalization initiatives to enhance procurement efficiency and data accuracy.
• Support coordination with suppliers and internal stakeholders on procurement-related matters post-PO issuance.
• Maintain accurate and up-to-date procurement records, sourcing documentation, and audit-ready files.
• Support emergency and time-critical procurement activities to ensure uninterrupted operations.
• Support supplier sourcing and evaluation activities in accordance with company procedures.
• Support departmental requirements, special projects, and business initiatives as assigned.
• Ensure compliance with HSE policies and include HSE requirements in the tender process.
• Report accidents and near misses in accordance with defined safety procedures.

Qualifications and Experience

• 2-5 years of experience in a relevant procurement role.
• Demonstrated ability to manage end-to-end procurement processes.
• Strong understanding of procurement policies, budgets, and quality requirements.

Work Environment

This is a full-time position based in Jeddah, focusing on supporting the procurement needs of port and terminal operations.
