Job Title: Project Manager

شركة عمر الزرعة للتطوير العقاري is seeking a Project Manager to lead and direct the company's strategic real estate project portfolio. This full-time role is based in Al Madinah Al Munawwarah, Al Madinah, Saudi Arabia, and involves establishing and activating a Project Management Office (PMO) in accordance with global methodologies. The Project Manager will balance risk and return across the portfolio, implement unified financial and engineering controls, and ensure full compliance with all legislative requirements and governmental bodies in the Kingdom to protect the company's financial interests and achieve its investment vision.

Key Responsibilities

• Build and activate the Project Management Office (PMO) and apply PMI/Prince2 methodologies to all projects.
• Lead the real estate project portfolio, managing the balance between projects in terms of geographical distribution, product type, timeline, risks, and returns.
• Oversee central financial control of the portfolio, including monitoring budgets, disbursing payments, and reallocating cash liquidity.
• Manage portfolio risks by collecting risk registers from each project, identifying common risks, and developing central contingency plans.
• Supervise the entire project lifecycle, from investment opportunity and acquisition through design, contracting, and execution, to delivery, closure, facilities management, and quality assurance at all stages.
• Represent the developer, ensuring all project managers under their leadership operate under a unified banner and consistent policies.
• Manage major disputes with contractors and consultants, and conduct direct negotiations to protect the company's interests.
• Prepare portfolio performance reports (Portfolio Dashboard) for the CEO and Board of Directors.
• Evaluate and develop project managers, building a second line of leadership.
• Ensure compliance with relevant regulations, the General Real Estate Authority, Civil Defense, Municipalities, etc.
• Monitor updates in the real estate market and contracting sector in the Kingdom, analyzing variables and identifying opportunities and challenges affecting the project portfolio.
• Provide continuous supervision and travel to the company's projects across several cities in Saudi Arabia.

Required Qualifications

• Bachelor's degree in Civil Engineering; a Master's degree in Project Management or Real Estate Development is preferred.
• A minimum of 15 years of experience in real estate development and contracting project management, with at least 5 years in a leadership position.
• Experience in portfolio project management and in building and activating a PMO.
• PMP certification is mandatory; RMP, ISO, BIM, and FIDIC certifications are preferred.
• Proficiency in Primavera P6, MS Project, advanced Excel, Power BI, AutoCAD, Revit, and BIM.
• Deep understanding of real estate financial modeling (NPV, IRR, Payback).
• Knowledge and familiarity with the Saudi Code and relevant project management regulations.
• Fluency in both Arabic (native) and English (excellent level).

Experience Required

Candidates should possess 5-10 years of relevant experience in project management within the real estate and contracting sectors.

Work Type and Location

This is a full-time position based in Al Madinah Al Munawwarah, Al Madinah, Saudi Arabia. The role requires continuous supervision and travel to company projects across various cities in Saudi Arabia.
