Introduction to Rua Al Madinah and the Role

Rua Al Madinah is seeking a Business Development Specialist to join its team in Al Madinah, Saudi Arabia. This is a full-time position focused on supporting critical investment transactions and tendering activities within the organization.

Role Purpose and Scope

The Business Development Specialist plays a pivotal role in facilitating investment processes and managing tender lifecycles. This involves coordinating investor engagement, overseeing tender procedures, conducting thorough market analysis, and ensuring strict adherence to all governance requirements and company policies.

Key Responsibilities

• Support the complete investment tendering process, from Expression of Interest (EOI) and Request for Information (RFI) to Request for Proposal (RFP), evaluation, and award stages.
• Prepare, review, and issue comprehensive tender documentation, including RFPs, bidder instructions, and all necessary supporting materials.
• Monitor tender timelines, submission deadlines, and key milestones, promptly escalating any identified risks or delays.
• Coordinate closely with Investor Relations to ensure effective investor participation throughout the entire tender lifecycle.
• Develop and prepare investor-facing materials, such as teasers, presentations, and detailed briefing notes.
• Manage interactions with bidders, addressing clarifications, queries, and issuing addendums as required.
• Maintain complete and accurate records of all submissions, evaluations, approvals, and correspondence related to tenders.
• Support data room management, ensuring the accuracy of information and controlled access for relevant parties.
• Coordinate evaluation activities and consolidate inputs received from various internal stakeholders.
• Assist in due diligence activities, including conducting investor background checks and reviewing essential documents.
• Support the review of financial models, feasibility studies, and market assessments to inform decision-making.
• Conduct market research and analyze investor behavior and sector-specific trends.
• Coordinate with Investment, Legal, Finance, and Development teams to ensure alignment and seamless execution across all tender stages.
• Prepare detailed reports, dashboards, and presentations on tender status, bidder participation, and key risks.
• Monitor performance indicators, including timelines, participation rates, and conversion metrics.
• Ensure full compliance with company policies, governance requirements, and audit standards.
• Identify opportunities for process improvements and recommend enhancements to strengthen tendering efficiency.

Required Experience and Attributes

Candidates for this role should possess 3+ years of relevant professional experience. The ideal candidate will demonstrate strong organizational skills, attention to detail, and the ability to manage complex processes and multiple stakeholders effectively. A solid understanding of investment transactions, tendering procedures, and compliance frameworks is essential.
