About the Role

Capitex is seeking a Basel Credit Risk RWA Consultant - PMO Lead to join our team in Riyadh. This full-time position involves leading a PMO-driven remediation program for a major banking client, focusing on their credit risk RWA calculation processes. The role requires a senior specialist who can combine deep technical Basel expertise with hands-on program management to drive end-to-end fixes and align multiple internal departments.

Key Responsibilities

  • Lead the Project Management Office (PMO) for the Basel credit risk RWA remediation program, establishing governance frameworks, RAID logs, and status reporting for senior stakeholders, including ALCO and the Risk Committee.
  • Drive technical fixes across various credit risk RWA workstreams, encompassing exposure classification, credit risk mitigation (CRM), external credit rating (ECAI) mapping, CCF application, and Q17/SAMA regulatory reconciliation.
  • Coordinate and align stakeholders from multiple departments such as Business, IT, Risk, Finance, and Data teams, who are involved in different parts of the RWA calculation chain. This includes securing buy-in and addressing regulatory and audit observations.
  • Guide and direct existing junior team members embedded at the client, leveraging their deep knowledge of legacy systems.
  • Prepare executive communication packs and manage escalations for senior governance forums.
  • Provide support for broader Basel/RWA regulatory alignment work, including counterparty credit risk and market risk RWA, as required.

Required Qualifications and Experience

  • A minimum of 10 years of experience in Basel credit risk RWA calculation, regulatory reporting, or capital adequacy programs within the banking sector.
  • Demonstrated hands-on technical knowledge of RWA mechanics, including exposure classification, CRM, ECAI ratings, CCF application, and asset classification (MSME/PSE/Default).
  • Direct SAMA regulatory reporting experience, particularly with Q17 or equivalent, is strongly preferred.
  • Prior experience at a Saudi or GCC bank, or with a consultancy delivering Basel/RWA programs in the region, is highly advantageous.

Essential Skills

  • Proven PMO and program management experience, including comfort in running governance structures and driving cross-departmental alignment within complex stakeholder environments.
  • Strong stakeholder management skills, with the ability to secure buy-in from multiple departments that may have competing priorities.

Work Environment and Logistics

This role requires a full-time on-site presence in Riyadh for the duration of the contract. Candidates must either be currently based in Riyadh or willing to relocate. Accommodation and related logistics will be covered for the contract period.
