About the Role

Parsons Corporation is seeking a highly skilled Civil Design Manager – Roads to join its team in Riyadh, Saudi Arabia. This full-time position is central to a high-end luxury hospitality, residential, and infrastructure development. The role involves overseeing the design, planning, and execution of road networks, traffic management systems, and transportation infrastructure, ensuring seamless integration while maintaining the highest safety, regulatory, and aesthetic standards.

Road and Traffic Engineering Responsibilities

The Civil Design Manager will lead all aspects of road and traffic engineering, from initial design to implementation, ensuring compliance and optimal functionality. Key responsibilities include:

  • Leading the design, planning, and implementation of roads, intersections, traffic control systems, and parking solutions within the development.
  • Ensuring all road and traffic designs comply with local and international standards for safety, efficiency, and sustainability.
  • Optimizing road alignments, pavement structures, and grading to support project functionality and aesthetics.
  • Overseeing the design and implementation of intelligent transportation systems (ITS), signalized intersections, and pedestrian-friendly mobility solutions.
  • Implementing sustainable traffic solutions, including EV charging infrastructure, smart traffic control, and multimodal transportation planning.

Project Execution and Coordination

This role requires active management of road construction activities and close coordination with various project disciplines to ensure integrated infrastructure delivery. Responsibilities include:

  • Managing road construction activities, ensuring compliance with schedules, budgets, and quality standards.
  • Coordinating with civil engineers, urban planners, landscape architects, and contractors to integrate road and traffic systems with the overall master plan.
  • Ensuring proper drainage, signage, road marking, and lighting infrastructure for optimized traffic flow and safety.
  • Conducting traffic impact assessments (TIA) and implementing mitigation strategies where necessary.

Regulatory Compliance and Quality Assurance

The manager is responsible for upholding regulatory standards and implementing robust quality control measures throughout the project lifecycle. This involves:

  • Ensuring adherence to national and international traffic and highway design standards (*, AASHTO, FHWA, local DOT regulations).
  • Working closely with local authorities and permitting agencies to obtain necessary approvals.
  • Staying updated on road safety regulations, smart mobility trends, and infrastructure innovations.
  • Identifying and mitigating traffic congestion risks, road safety hazards, and infrastructure vulnerabilities.
  • Implementing rigorous quality control measures during road construction and traffic system installations.
  • Conducting site inspections, audits, and performance assessments of roads and transportation networks.

Leadership and Stakeholder Engagement

This role requires strong leadership to guide project teams and effective communication to collaborate with various internal and external stakeholders. Responsibilities include:

  • Leading and mentoring project teams, including traffic engineers, road design consultants, and contractors.
  • Collaborating with government agencies, clients, and consultants to ensure effective road network integration.
  • Representing the project in progress meetings, regulatory discussions, and stakeholder engagements.

Qualifications and Experience

Candidates for the Civil Design Manager – Roads position should possess a robust background in civil engineering with a specialized focus on road and traffic infrastructure. Required qualifications include:

  • Proven experience in overseeing the design, planning, and execution of road networks and traffic management systems.
  • A minimum of 5 to 10 years of relevant experience in civil design, specifically within roads and transportation infrastructure.
  • Demonstrated ability to ensure compliance with national and international design standards (*, AASHTO, FHWA).
  • Experience in coordinating with multidisciplinary teams and managing project activities from design through construction.
