About the Role

Blominvest is seeking a Compliance & MLRO Officer to join their team in Riyadh, Saudi Arabia. This full-time position is central to ensuring compliance monitoring and preventing financial crime within Blominvest Saudi Arabia (BSA). The role requires 2-5 years of experience and involves the design and execution of compliance programs, transaction monitoring, and enhanced due diligence processes.

Key Responsibilities

• Implement and maintain BSA's compliance program, policies, and procedures as directed by the Head of Compliance & MLRO.
• Apply relevant rules and regulations within the scope of the compliance and MLRO function.
• Prepare and submit reports on AML review findings to the Head of Compliance & MLRO.
• Perform daily compliance and quality assurance activities.
• Review BSA's policies and procedures against the Capital Market Law, its Implementing Regulations, and other applicable regulatory requirements, escalating gaps to the Head of Compliance & MLRO.
• Apply rules and regulations governing KYC, insider trading, client account opening, client complaints, code of conduct, money laundering, and incident & complaint reporting.
• Review AML compliance across all business lines, providing findings and recommendations to the Head of Compliance & MLRO.
• Check all documents submitted to the CMA for new investment product applications.
• Maintain effective working relationships with regulatory authorities under the direction of the Head of Compliance & MLRO.
• Deliver compliance and AML awareness training to employees.
• Review client accounts weekly, monthly, and quarterly, reporting findings to the Head of Compliance & MLRO.
• Lead compliance reviews across departments, reporting findings to senior management and driving rectification of compliance issues and breaches.
• Conduct annual reviews of client account opening documentation to ensure records are up to date and compliant with BSA policies and CMA rules.
• Design and execute the annual risk-based compliance monitoring and testing program, reporting results to the Head of Compliance & MLRO.
• Conduct enhanced due diligence on high-risk clients and politically exposed persons, preparing risk assessments for onboarding decisions.
• Investigate internal suspicious activity escalations and prepare draft suspicious transaction reports for the Head of Compliance & MLRO.
• Prepare BSA's regulatory submissions to the CMA, including the annual compliance monitoring program and the annual AML/CTF report.
• Support the annual institutional compliance and AML/CTF risk assessment, including data analysis and control gap identification.

Experience and Qualifications

• A minimum of 2-5 years of relevant experience in compliance and financial crime prevention.
• Demonstrated understanding of Capital Market Law, its Implementing Regulations, and other applicable regulatory requirements.
• Proficiency in applying rules and regulations related to KYC, insider trading, client account management, and anti-money laundering.
