About the Role

Albawani is seeking a Cost Control Engineer to join its team in Riyadh, Saudi Arabia. This full-time role is central to maintaining effective cost management systems across various projects, ensuring alignment with approved budgets and corporate financial objectives. The successful candidate will oversee cost tracking, forecasting, and reporting, ensuring data integrity, transparency, and integration with planning and procurement systems within the construction, infrastructure, and oil & gas sectors.

Key Responsibilities

  • Track and monitor project expenditures, commitments, and accruals in coordination with planning, procurement, commercial, and finance teams.
  • Prepare periodic cost performance reports, comparing actual versus budgeted costs and highlighting key variances.
  • Analyze cost deviations and recommend corrective measures to project management.
  • Ensure cost reports are aligned with project schedules and earned value metrics.
  • Review purchase orders, subcontracts, and variation orders to validate cost impacts.
  • Verify coding structures and cost allocations across cost centers and Work Breakdown Structure (WBS) elements.
  • Verify contractor invoices and ensure traceability of all cost transactions through ERP systems.

Budgeting and Forecasting

  • Participate in the preparation of project budgets and cost baselines, ensuring accuracy and compliance with PMO standards.
  • Update forecasts based on progress, scope changes, and market trends.
  • Provide input for project cash flow projections and financial planning.
  • Support management in developing estimate-at-completion analysis.

Coordination and System Enhancement

  • Collaborate with project managers, planners, accountants, and procurement teams to maintain accurate cost data.
  • Provide analytical support and cost performance presentations to management.
  • Assist in cost close-out, reconciliation, and lessons-learned activities.
  • Ensure integration of cost data with planning, finance, and risk functions.
  • Maintain and enhance cost databases, dashboards, and digital reporting tools.
  • Contribute to the development and standardization of cost control procedures, coding library, templates, and workflows.
  • Promote continuous improvement in cost management practices through automation and digitalization.

Qualifications and Experience

  • Bachelor’s degree in Engineering.
  • Minimum of 2-4 years of experience in cost control or project controls.
  • Prior experience within the construction or oil & gas industries.
  • Strong understanding of cost accounting, budgeting, and forecasting principles.
  • Proficiency in ERP systems (SAP, Oracle, or similar) and advanced Excel tools.
  • Familiarity with project control standards and earned value management (EVM).
  • Strong analytical, detail-oriented, and problem-solving skills.
  • Effective communication and coordination abilities with multidisciplinary teams.
  • Ability to link cost performance with schedule and risk data.

Preferred Skills and Certifications

  • Certification in cost engineering (*, CCP, AACE, or PMP).
  • Prior experience with CCS & Oracle.
