About the Role

The Zakat, Tax and Customs Authority is seeking a Customs Investigation Expert to join its team in Riyadh. This full-time position requires a professional with 5-10 years of relevant experience to lead and oversee complex customs investigation cases.

Role Overview

This role is responsible for leading and overseeing highly complex and sensitive customs investigation cases, particularly those related to smuggling outside the administrative resolution scope. The expert will ensure legal integrity, evidentiary sufficiency, and alignment with applicable laws and criminal procedures. Key accountabilities include providing authoritative decisions on case outcomes, guiding investigation practices, and enhancing enforcement effectiveness through expert advisory and continuous improvement of governance frameworks, policies, and operational procedures.

Key Responsibilities

  • Lead the end-to-end review and validation of complex seizure reports, ensuring completeness, accuracy, and legal soundness before escalation.
  • Conduct advanced analysis of evidence, including documentary, physical, and testimonial evidence, to establish violation occurrence and intent.
  • Determine and validate criminal liability, including multi-party accountability and involvement in organized or repeated offenses.
  • Approve case outcomes and make final recommendations on referral to Public Prosecution, ensuring the robustness of case files.
  • Oversee the investigation lifecycle, ensuring timely execution of all stages from case intake to referral.
  • Ensure strict adherence to legal protocols, due process requirements, and suspect rights in all investigation activities.
  • Provide expert interpretation of customs laws, enforcement regulations, and procedural frameworks to internal stakeholders.
  • Identify systemic issues, risks, and gaps in investigation practices and recommend corrective measures and enhancements.
  • Review and endorse critical documentation such as seizure reports, interview records, and prosecution requests.
  • Oversee the suspect interviews process, ensuring compliance with legal and procedural standards.
  • Validate that Public Prosecution notifications are made accurately and within mandated timelines.
  • Provide mentorship, technical guidance, and capability development support to investigation teams.
  • Contribute to policy development, standardization of procedures, and continuous improvement initiatives in customs enforcement.

Qualifications and Requirements

  • Bachelor’s degree in Law, Business Administration, or a related discipline.
  • A minimum of 5 years of relevant experience, preferably in customs, legal enforcement, regulatory compliance, or investigation roles.
  • Experience range of 5-10 years is required.

Work Environment

This is a full-time position based in Riyadh.
