Delivery Director

About the Role

Parsons is seeking a Delivery Director for the Project Management Office (PMO) of a major program in Riyadh, Saudi Arabia. This full-time position involves overseeing the design, engineering, procurement, construction, and post-construction phases of the project. The Delivery Director reports directly to the Senior Program Director and is responsible for leading and integrating the PMO’s Project Management, Construction Management, and Engineering and Design functions to ensure safe, timely, and high-quality program delivery.

Key Responsibilities

• Lead, direct, supervise, and coordinate the PMO’s Project Management, Construction Management, and Engineering and Design functions.
• Establish an integrated delivery approach across all workstreams, ensuring clear accountability and effective interfaces.
• Ensure program requirements are defined, communicated, and achieved, reviewing deliverables for compliance.
• Oversee the development and implementation of delivery strategies, execution plans, budgets, schedules, and resource plans.
• Monitor progress against key milestones and address risks, constraints, cost pressures, schedule delays, and quality issues.
• Lead recovery planning and corrective actions when performance deviates from approved plans.
• Provide clear, timely reporting and recommendations to the Senior Program Director on delivery performance and emerging issues.
• Coordinate with clients, consultants, contractors, and regulatory authorities to resolve delivery matters.
• Participate in negotiations, executive reviews, and public or regulatory meetings.
• Ensure instructions, commitments, decisions, and action items are documented, communicated, and tracked.
• Mobilize and manage resources to ensure effective, high-quality work across the PMO.
• Promote technical and commercial excellence through quality assurance, governance, and disciplined project controls.
• Maintain oversight of change management and ensure change orders are current and processed efficiently.
• Chair regular delivery and coordination meetings to review status and resolve interfaces.
• Support performance reviews, development plans, and capability development for direct and indirect reports.
• Act as Parsons’ senior delivery representative with the client and selected consultants and contractors.

Qualifications and Experience

• Bachelor’s degree in Engineering, Construction Management, Project Management, or a related technical discipline.
• At least 20 years of relevant experience, including senior leadership assignments on major, complex, multidisciplinary programs.
• Substantial experience leading project management, construction management, and engineering or design functions.
• Demonstrated experience in PMO governance, program delivery, stakeholder management, planning, cost, risk, change, quality, and performance reporting.
• Experience delivering major infrastructure, public-realm, mixed-use, or comparable large-scale developments is preferred.
• Professional registration or chartered status may be required.
• Recognized project or program management certification is preferred.

Work Type and Location

This is a full-time position based in Riyadh, Riyadh, Saudi Arabia. The role requires leadership within a major program's Project Management Office, coordinating various functions to achieve program objectives.
