About the Role
Qiddiya Investment Company (QIC), a giga-project supported by the Public Investment Fund, is seeking a Director Compliance & Certification AA. This full-time position is based in Riyadh and requires over 10 years of experience. The role is central to Qiddiya's mission to contribute to Saudi Vision 2030 by developing a vibrant destination focused on entertainment, sports, and culture.
Role Purpose and Context
The Director Compliance & Certification AA will lead the establishment and oversight of quality compliance frameworks and certification readiness within Qiddiya's Development function. This involves ensuring all quality-related regulatory requirements, internal governance, and International Organization for Standardization (ISO) alignment are met, providing clear visibility of obligations, and driving continuous improvement across the Development teams.
Key Responsibilities
- Manage quality compliance activities by reviewing applicable regulatory requirements, Saudi building requirements, Quality Management System (QMS) expectations, and internal governance to ensure compliance obligations are identified and reflected in quality controls.
- Review compliance matrices, obligation trackers, and stakeholder submissions to identify gaps, overlaps, or requirements needing clarification before implementation.
- Coordinate with Enterprise Risk, Compliance, Legal, business units, and Development stakeholders to align quality compliance requirements with enterprise frameworks.
- Ensure quality compliance tracking provides clear visibility of applicable obligations and implementation gaps, enabling timely corrective action.
- Oversee compliance evidence review activities, assessing project records, quality documentation, and audit outputs to confirm alignment with quality requirements.
- Monitor compliance action status, unresolved evidence gaps, and recurring issues to identify follow-up needs and potential escalation points.
- Manage certification readiness activities by reviewing QMS documentation, process implementation evidence, and audit results against ISO or equivalent certification requirements.
- Consolidate certification readiness inputs, gap assessments, and action plans to maintain visibility of progress toward future certification objectives.
- Follow up with business units, process owners, and Quality Management teams to close certification-related evidence gaps and process weaknesses.
- Consolidate compliance findings, certification readiness status, and recurring themes to facilitate quality reporting and management visibility.
- Review compliance trends, certification gaps, and stakeholder feedback to identify improvement opportunities and training needs.
- Ensure compliance and certification records remain accurate, complete, and traceable to support audit readiness and consistent application of quality requirements.
Departmental Leadership and Management
- Manage the implementation of the Compliance & Certification department strategy, ensuring alignment with Qiddiya's vision and monitoring potential risks.
- Ensure the effective implementation of policies and procedures for the department, identifying opportunities to improve business operations.
- Oversee a comprehensive stakeholder engagement strategy, developing clear communication channels and tracking effectiveness.
- Manage the department's budgeting process within the approved budget, analyzing financial data, supporting forecasts, and ensuring compliance with financial regulations.
- Drive continuous improvement of departmental systems, processes, and practices by analyzing existing business systems and implementing solutions.
- Translate strategic direction into actionable plans, collaborate with stakeholders to develop SMART goals, and manage the overall talent management cycle for the department.
- Manage the development of a comprehensive reporting process for the Compliance & Certification department, guiding staff on Qiddiya's reporting requirements.
Required Experience
Candidates for this role must possess a minimum of 10 years of relevant professional experience in compliance, quality management, or certification within a large-scale development or similar environment.
